A. 
The City of New Melle has the authority to regulate and restrict the use of structures on land within the City limits, pursuant to the provisions inter alia of Section 89.030, et seq., RSMo.
B. 
A "storage container" as provided herein shall be defined as any container with a volume of ten (10) cubic yards or larger that is situated outdoors which is used or intended to be used for a storage, disposal, greenhouse, growtainer, playhouse, storm cellar, shelter above or below ground, or dwelling or part of a dwelling or similar use.
C. 
That no property owner within "R-lA," "R-1B," "R-lC," "R-1D" and "R-2" Zoning Districts shall place more than one (1) storage container on their property at any time.
D. 
The City's intent is to preserve property values and avoid potential safety hazards. No "storage container" as defined above shall be placed on any property within the City limits for more than twenty-four (24) hours unless:
1. 
Within "R-lA," "R-1B," "R-lC," "R-lD" and "R-2" Zoning Districts, a permit has been obtained from the City Clerk of New Melle, Missouri; and
a. 
A permitted storage container used for the hauling and disposal of demolition or rehabilitation waste in the course of active construction may remain for the duration of the permitted construction project and no longer.
b. 
No other permitted storage container shall be approved for a period of more than six (6) months.
2. 
Within the remaining Zoning Districts not listed in Subsection (D)(1) above;
a. 
A storage container for the hauling and disposal of waste may remain without a permit.
b. 
No other permitted storage container shall be approved for a period of more than six (6) months.
E. 
Applications for storage container permits shall be available and maintained by the City Clerk, setting forth specifically the size and type of storage container, the exact location of the storage container on the applicant's property, and the expected duration of the placement on the property.
F. 
Any person determined to be in violation of the provisions of this Section shall be subject to a fine of up to five hundred dollars ($500.00). Each day of such violation shall constitute a separate offense.
