This article establishes and authorizes revolving funds for
use by City departments, boards, committees, agencies or officers
in connection with the operation of programs or activities that generate
fees, charges or other receipts to support all or some of the expenses
of those programs or activities. These revolving funds are established
under and governed by MGL c. 44, § 53E1/2.

A department or agency head, board, committee or officer may
incur liabilities against and spend monies from a revolving fund established
and authorized by this article without appropriation subject to the
following limitations:
(a) Fringe benefits of full-time employees whose salaries or wages are
paid from the fund shall also be paid from the fund.
(b) No liability shall be incurred in excess of the available balance
of the fund.
(c) The total amount spent during a fiscal year shall not exceed the
amount authorized by the City Council on or before July 1 of that
fiscal year, or any increased amount of that authorization that is
later approved during that fiscal year by the Mayor and City Council.

Interest earned on monies credited to a revolving fund established
by this article shall be credited to the general fund.

Except as provided in MGL c. 44, § 53E1/2 and this
article, the laws, charter provisions, ordinances, rules, regulations,
policies or procedures that govern the receipt and custody of City
monies and the expenditure and payment of City funds shall apply to
the use of a revolving fund established and authorized by this article.
The City Accountant shall include a statement on the collections credited
to each fund, the encumbrances and expenditures charged to the fund
and the balance available for expenditure in the regular report the
City Accountant provides the department, board, committee, agency
or officer on appropriations made for its use.

(a) Transportation Revolving Fund.
(1) Fund name. There shall be a separate fund called the Transportation
Revolving Fund authorized for use by the Council on Aging.
(2) Revenues. The City Accountant shall establish the Transportation
Revolving Fund as a separate account and credit to the fund all of
the fares, fees and other monies charged or received by the Council
on Aging from providing transportation to senior citizens.
(3) Purposes and expenditures. During each fiscal year, the Council on
Aging may incur liabilities against and spend monies from the Transportation
Revolving Fund for salaries or wages, expenses, lease payments and
contractual services to operate transportation services to senior
citizens.
(4) Fiscal years. The Transportation Revolving Fund shall operate for
fiscal years that begin on or after July 1, 2018.
(b) Adult Day Care Revolving Fund.
(1) Fund name. There shall be a separate fund called the Adult Day Care
Revolving Fund authorized for use by the Council on Aging.
(2) Revenues. The City Accountant shall establish the Adult Day Care
Revolving Fund as a separate account and credit to the fund all of
the fees and other monies charged or received by the Council on Aging
from providing adult day care to senior citizens.
(3) Purposes and expenditures. During each fiscal year, the Council on
Aging may incur liabilities against and spend monies from the Adult
Day Care Revolving Fund for salaries or wages, expenses, lease payments
and contractual services to provide adult day services to senior citizens.
(4) Fiscal years. The Adult Day Care Revolving Fund shall operate for
fiscal years that begin on or after July 1, 2018.
(c) RSVP Revolving Fund.
(1) Fund name. There shall be a separate fund called the RSVP Revolving
Fund authorized for use by RSVP.
(2) Revenues. The City Accountant shall establish the RSVP Revolving
Fund as a separate account and credit to the fund all of the fees
and other monies charged or received by RSVP from donations supporting
the efforts of RSVP.
(3) Purposes and expenditures. During each fiscal year, RSVP may incur
liabilities against and spend monies from the RSVP Revolving Fund
for salaries or wages, expenses, lease payments and contractual services
to support the volunteer recognition and other activities of RSVP.
(4) Fiscal years. The RSVP Revolving Fund shall operate for fiscal years
that begin on or after July 1, 2018.
(d) DARE Revolving Fund.
(1) Fund name. There shall be a separate fund called the DARE Revolving
Fund authorized for use by the Police Department.
(2) Revenues. The City Accountant shall establish the DARE Revolving
Fund as a separate account and credit to the fund all of the fees
and other monies charged or received by the Police Department from
providing DARE programing to youth.
(3) Purposes and expenditures. During each fiscal year, the Police Department
may incur liabilities against and spend monies from the DARE Revolving
Fund for salaries or wages, expenses, lease payments and contractual
services to provide DARE programming to youth.
(4) Fiscal years. The DARE Revolving Fund shall operate for fiscal years
that begin on or after July 1, 2018.
(e) Composting Bins Revolving Fund.
(1) Fund name. There shall be a separate fund called the Composting Bins
Revolving Fund authorized for use by the Community Development Department.
(2) Revenues. The City Accountant shall establish the Composting Bins
Revolving Fund as a separate account and credit to the fund all of
the fees and other monies charged or received by the Community Development
Department from the selling of composting bins.
(3) Purposes and expenditures. During each fiscal year, the Community
Development Department may incur liabilities against and spend monies
from the Composting Bins Revolving Fund for salaries or wages, expenses,
lease payments and contractual services associated with the selling
of composting bins.
(4) Fiscal years. The Composting Bins Revolving Fund shall operate for
fiscal years that begin on or after July 1, 2018.
