As used in this chapter, the following terms shall have the
meanings indicated:
BUILDING
A structure which is designated and suitable for the habitation
or shelter of human beings or animals, or the shelter or storage of
property, or for use and occupation for some purpose of trade or manufacture,
and shall include a mobile home or trailer when said mobile home or
trailer is provided with gas, electricity, water, or sewer utility
service.
PERSON
Any natural person or persons, association, partnership,
firm or corporation.
It shall be unlawful for any person to erect, construct, enlarge,
alter, repair, raze or move any building within the limits of Lancaster
Township until a building permit has been obtained therefor. Such
permit shall be issued by the Township Building Code Official upon
the filing of an application with him, which application shall contain
a general description of the proposed work, its location, the use
and occupancy of all parts of the building, a site plan showing the
location of the existing and proposed buildings on the lot and such
additional information as may be required by the Building Code Official.
The application for the building permit shall be accompanied by a
complete set of dimension plans for the building, if required by the
Building Code Official, together with the furnishing of evidence of
intended compliance with the requirements of the law and of all other
ordinances of the Township affecting building construction and use
therein. The application shall be signed by the owner or tenant of
the land upon which the building is located or their agent. For a
project of more than one building, a permit shall be secured for each
building.
Upon completion of the work of erection, construction, enlargement,
alteration, repair, razing or moving of any building under a permit
granted as aforesaid, the holder of such permit shall report such
completion to the Building Code Official. The Building Code Official
may, after completion or at any time during the course of the work
for which the permit shall have been granted, cause an inspection
of such building to be made. If there is evidence that any requirement
of the law or of any applicable ordinance has not been complied with,
he shall report such fact to the proper Township official, who shall
commence prosecution under such law or ordinance or take the necessary
steps to secure compliance therewith. The fact of completion of such
work shall be noted on the original application for the permit, which
shall be kept on file.

A. Before receiving a building permit, the owner or tenant or their
agent shall pay a fee for said permit according to a schedule of fees
as may be established from time to time by resolution of the Board
of Supervisors of Lancaster Township. In applying the provisions of
this chapter in respect to new work, existing buildings, alterations,
repairs, razing and moving, the physical value of the work shall be
determined by the Building Code Official on the basis of current costs.
B. A building permit so issued shall be valid if work is commenced within
six months from the date of its approval, unless such time is extended
by the Building Code Official for cause shown.

Any person who violates or permits a violation of this chapter
shall, upon conviction in a summary proceeding brought before a Magisterial
District Judge under the Pennsylvania Rules of Criminal Procedure,
be guilty of a summary offense and shall be punishable by a fine of
not more than $1,000, plus costs of prosecution. In default of payment
thereof, the defendant may be sentenced to imprisonment for a term
not exceeding 90 days. Each day or portion thereof that such violation
continues or is permitted to continue shall constitute a separate
offense, and each section of this chapter that is violated shall also
constitute a separate offense.
