A.
No person shall stop, stand or park any vehicle, except when necessary
to avoid conflict with other traffic or in compliance with the direction
of a police officer, parking enforcement officer, or traffic control
device in any of the following places:
(1)
On sidewalks or on any grass or other area between the sidewalk and
the curb;
(2)
In front of a public driveway or alley;
(3)
In front of a private driveway, except with the consent of the owner
or occupant of the premises;
(4)
Within an intersection or within 15 feet of any intersection;
(5)
Within 15 feet of a fire hydrant;
(6)
On a crosswalk, or within 15 feet of a crosswalk at an intersection,
except for the purpose of receiving or discharging passengers or merchandise;
(7)
Within 15 feet of any stop line, stop sign, or traffic control signal
located on or at the side of a roadway;
(8)
Alongside or opposite any street excavation or obstruction when such
stopping, standing, or parking would obstruct traffic;
(9)
At any place where a sign or painted curb stopping, parking or standing,
provided the sign was placed or the curb was painted at the direction
of the Town or other official authority;
(10)
At or parallel to any curb painted red or yellow, provided the
curb was painted at the direction of the Town or other official authority;
(11)
On curves, at the brow of a hill, where white lines or other
markings on the surface of the road prohibit stopping, parking or
standing, provided the lines or other markings were painted at the
direction of the Town or other official authority;
(12)
On any of the streets of the Town of North Brentwood for a continuous
period of more than 72 hours at any one instance;
(13)
In any fire lane;
(14)
In any loading zone;
(15)
In front of a barricade or sign that was placed for the purpose
of closing a street;
(16)
Within three feet of the front or rear of another vehicle parked
at or parallel with the curb; or
(17)
At any place where official signs restrict parking to residents
and their guests, signified by the possession of parking permits and
guest passes that have been issued because the location has been duly
authorized by the Town as a permit parking area, unless the vehicle
displays a valid parking permit or guest pass.
B.
No other vehicle shall park, stop or stand on in any street, in such
a manner so as to block, impede or delay traffic or passage.
A.
All vehicles on the streets of North Brentwood when not in motion
shall stand or be parked with their right side parallel to and within
12 inches of the curb or improved surface on the right hand side of
the highway, street or alley. On one-way streets, where traffic is
permitted to move in one direction only, vehicles also may be parked
or placed with their left side parallel to and within 12 inches of
the curb or other improved surface on the left-hand side of said street.
B.
No person shall double park or stop a vehicle on the roadway side
of any vehicle stopped or parked at the edge or curb of a street,
except for the purpose of receiving or discharging passengers or merchandise.
No person shall stop, stand or park any vehicle in a parking
space posted for handicapped parking, other than a vehicle bearing
handicapped registration plates or a handicapped permit or windshield
placard issued by the Maryland Motor Vehicle Administration or by
any other state or the District of Columbia.
A.
It shall be unlawful to park, store, or leave any vehicle of any
kind, whether attended or not, or for the owner of any vehicle of
any kind to allow, permit, or suffer the same to be parked, stored,
or left, whether attended or not, upon any public or private property
in the Town of North Brentwood, other than on public streets, without
the consent of the owner of such public or private property.
B.
In addition to any other applicable parking regulations set forth
in this chapter and any other limitations or public nuisances otherwise
declared by this Code, the parking of vehicles on private property
shall be limited to surfaced parking areas, parking lots, driveways,
and parking structures such as garages and carports. Parking of vehicles
on green space, yards, and sidewalks is prohibited.

A.
It shall be unlawful to park, store, or leave any vehicle, the certificate
of title, registration card, or license tag of which has expired,
been revoked, canceled or suspended, or for the owner of any such
vehicle to allow, permit, or suffer the same to be parked, stored,
or left, whether attended or not, upon any public street, alley or
parking lot within the Town.
B.
No person shall store or park a vehicle not having a current valid
registration card and current valid license tags or any automobile
part on private property, except in an enclosed garage, under a car
cover, or otherwise effectively screened from public view.
A.
No commercial vehicle shall be parked on any street in the Town of
North Brentwood, except when actually loading or unloading merchandise,
or when the operator or owner of such vehicle is actually engaged
in rendering a service at or to premises in the Town.

Except as provided in Subsection A(3), for the purpose of this section, "commercial vehicle" means any motor vehicle, trailer, or semi-trailer designed or used for carrying freight, passengers, or merchandise in furtherance of any commercial enterprise and any motor vehicle designed to carry 10 or more passengers, including the driver, and any other vehicle used in a commercial or business enterprise.
(2)
For purposes of this section, passenger cars, vans, and light trucks
with a one-half-ton rated capacity or lower or a maximum gross vehicle
weight of 7,000 pounds or less are not commercial vehicles.
(3)
This section shall not apply to vehicles that are in the process
of making deliveries and do not park for more than a two-hour period.
B.
No recreational vehicle, camping trailer, boat, boat trailer, mobile
or motor home, or other vehicle that lacks an engine for self-propulsion,
shall be parked on any street or alley except while the vehicle is
being actively loaded or unloaded.

No person shall make major repairs to any motor vehicle or machinery
on any street or alley within the Town. Except as otherwise stated
herein, this section shall not prohibit minor and necessary emergency
repairs. Repairs, including but not limited to the removal or replacement
of transmissions, engines, differentials, structural body components
and painting or preparation for painting, shall constitute major repairs.
Routine (i.e., nonemergency) repairs or maintenance, including changing
oil, oil filters, tires, spark plugs, batteries, belts and other similar
incidental repairs on any street or alley within the Town shall also
be prohibited. In minor and necessary emergency repair situations,
such repairs shall be completed within two hours.
No person shall drive, stop, stand or park any vehicle upon
or over the curb and/or sidewalk, except at alleys and designated
driveway crossing. This section shall not apply to emergency vehicles
or to maintenance or public utility vehicles while actively engaged
in maintenance or repair work.

MOTORIZED SCOOTERS
MOTORIZED SKATEBOARD
PUBLIC PROPERTY
Definitions. For the purpose of this section, the following terms
shall be defined as provided herein:
A long footboard between end wheels controlled by an upright
steering handle attached to the front wheel and propelled with a liquid
fuel or electric motor.
A single platform mounted on wheels and propelled by a liquid
fuel or electric motor.
An area or structure owned, operated or maintained by the
Town of North Brentwood, including but not limited to public parks,
sidewalks, alleys, streets, rights-of-way, walkways, and parking lots.
B.
Prohibition on operating a motorized scooter or skateboard on public
property. It shall be unlawful to operate a motorized scooter, motorized
skateboard or skateboard of any kind on public property.
C.
This section does not apply to motorized or nonmotorized wheelchairs
or scooters used by persons with disabilities.
