No permit for floodplain development shall be issued for new construction substantial improvement, or other improvement (including the placement of manufactured homes) within any unnumbered A zone unless the conditions of this Article and Article
IV are satisfied.

All areas identified as unnumbered A zones on the FHBM or FIRM
are subject to inundation of the one-hundred-year flood; however,
the base flood elevation is not provided. Development with unnumbered
A zones is subject to all provisions of this Chapter. If Flood Insurance
Study data is not available, the Floodplain Administrator shall obtain,
review, and reasonably utilize any base flood elevation or floodway
data currently available from Federal, State, or other sources.

Whenever the Floodplain Administrator has any reasonable doubt
that the proposal fully complies with all of these general requirements,
he/she may require the applicant to submit a written certification,
signed and sealed by a Missouri licensed professional engineer or
architect, certifying specifically that the project meets each of
the requirements of this Article.
