Residential premises shall be maintained in conformity with
the provisions of this chapter so as to assure the desirable residential
character of the property.

A. All multiple-residence and apartment complexes in the Village of
Monticello having five or more rental units shall be required to have
a superintendent living on the premises or an agent of the landlord
living in the Village of Monticello, in which event the name, address
and phone number of said agent shall be made known, in writing, by
the landlord to all tenants and to the Code Enforcement Official.

B. Registration. Every owner of a multiple residence in the Village
of Monticello shall be required to register such building with the
Building Department on such form or forms as prescribed by the Building
Department. A new form shall be filed whenever there is a change of
ownership, and it shall be the responsibility of the new owner to
see that such form is filed within a period 30 days from the date
of taking title.

C. Agents. The owner of any multiple residence situated in the Village
of Monticello who does not live or reside in the Town of Thompson
shall be required to designate and certify a responsible agent who
shall live, reside or have a place of business in the Town of Thompson.

Domestic animals and pets shall be kept in an appropriate manner
and shall not be permitted to run at large.
