The general and supervisory control over the Police Department
of the Village Board and of the Village President, as chief executive
officer of the Village, shall be exercised directly by the Village
Manager under the supervision of the Village Board and Village President.
The Village Manager, when authorized by the Police Commission, shall
represent it in all minor disciplinary actions concerning Police Department
subordinates. Such minor disciplinary action shall not be imposed
until approved by the Village Manager or the Commission. During the
absence of the Village Manager, his authority under this chapter shall
be exercised by the following in the order indicated: Village President;
Chair - Public Safety Committee.

All members of the Police Department, including the Chief and
all subordinates, shall be appointed, suspended, dismissed, reduced
in rank and removed as provided by state statute. The Board of Police
Commissioners shall be referred to in this chapter as "the Commission."
