Every driver of a vehicle approaching the intersection on the first-named or yield street, in the direction indicated in each case, shall slow down or stop the vehicle, as required by § 3323(c) of the Vehicle Code, and then yield the right-of-way as required by that subsection of the Vehicle Code.

No motor vehicle, including a motorcycle, pedalcycle or minibike, shall be operated on any property owned by the Township or any other public agency or instrumentality within the Township without the permission of the property owner and a permit from the Chief of Police of the Township.

The Chief of Police is authorized to designate as play highways, whenever he/she deems that action advisable, and for whatever period of time directed by him/her, any part of any street in the Township where sledding and coasting, shall be permitted. That play highway shall be set apart for the purpose under the direction of the Chief of Police.
3. 
No person shall drive any motor vehicle upon any play highway at any time when that street shall be designated as a play highway, except in case of emergency, with special permission of the Chief of Police or of the police officer in charge, who shall first clear that play highway of all persons using it for the purpose for which it was set aside. Any person who violates any provision of this subsection shall, upon conviction, be sentenced to pay a fine of $25 and costs.

It shall be unlawful for any person to operate a snowmobile on any highway, street or road in the Township other than as provided above, provided that nothing in this section shall prohibit any person from operating a snowmobile on any other street in the Township:
A. 
As authorized by § 7721 of the Vehicle Code for emergency and bridge crossings and for direct crossing of streets or two-lane highways; or
B. 
For special snowmobile events where authorized in advance and the street is blocked off as provided in § 7723 of the Vehicle Code.
3. 
Any person who violates any provision of this section shall be subject to the penalties prescribed in § 7752(a) of the Vehicle Code.

1. 
This section shall be known as the "Vernon Township, Crawford County, Pennsylvania, Engine Brake Ordinance."
2. 
The Supervisors of the Township of Vernon, Crawford County, Pennsylvania, find, as a fact, that the operation of an engine brake on a gasoline-powered or diesel-powered motor vehicle not equipped with exhaust mufflers or equipped with defective or modified exhaust mufflers so as to create excessive noise through the use of said engine brake adversely affects the public health, safety and welfare of the residents of the Township of Vernon, Crawford County, Pennsylvania, and therefore is a nuisance in fact.
3. 
The Board of Supervisors of the Township of Vernon, Crawford County, Pennsylvania, is hereby authorized, by resolution, to designate roads in the Township of Vernon, Crawford County, Pennsylvania, upon which no gasoline-powered or diesel-powered motor vehicle shall be operated, utilizing in said operation an engine brake without exhaust mufflers, permitting excessive noise to be created by said motor vehicles.
4. 
The Board of Supervisors, upon adopting a resolution designating roads within the Township of Vernon, Crawford County, Pennsylvania, upon which no gasoline-powered or diesel-powered motor vehicle shall be operated, utilizing in said operation an engine brake without exhaust mufflers, permitting excessive noise to be created by said motor vehicles, may cause to be posted an appropriate sign prohibiting the operation of said motor vehicles.
5. 
This section shall not apply to emergency driving situations requiring the utilization of an engine brake to protect the safety and property of the residents of the Township of Vernon, Crawford County, Pennsylvania; other motor vehicle operators; pedestrians; and the operator and passengers of a motor vehicle involved in said emergency situation.
6. 
Violations of any of the provisions of this section by any person, firm, corporation or organization shall subject that person, firm, corporation or organization to prosecution before a District Justice having jurisdiction; and, upon conviction thereof, said person, firm, corporation or organization shall be sentenced to pay a fine of not more than $1,000 and costs of prosecution and, in default of the payment thereof, shall be sentenced to undergo imprisonment in the Crawford County Correctional Facility for a period not to exceed 10 days.
