No person shall obstruct any walk or drive in any public park or playground, nor shall any person damage, deface, destroy, move or carry away any sign, structure, building, playground equipment, tool, device, tree, shrub, flower or other public property located therein or used in connection therewith.

No person shall drink or have in his possession any alcoholic liquor in any public park or playground, except with specific permission from the Village Council.

No person shall throw, place, deposit or leave any garbage, rubbish, glass, cans, containers, paper or other waste in any public park or playground except in containers provided by the Village for that purpose.

No person shall build any fire in any public park or playground except in fireplaces or other spaces set apart and designated for that purpose.

No person shall jostle or crowd another in any public park nor shall any person throw any ball or other object in such a manner as to annoy or endanger other persons in or on such park, nor shall any person engage in any violent or rough play therein.

Picnic tables in public parks outside of pavilions are for the purpose of furnishing eating facilities to the public and no person shall retain the use of any table for an unreasonable length of time nor in any case after such person and/or his party shall have completed their meal.

(a) 
Definitions. The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
VEHICLES
Includes both vehicles and trailers of any kind or description, including all types of amphibious vehicles, tractors, bulldozers, whether operating on track, wheels or air, and any and all other types of vehicles or trailers; it being the intention that the following provisions of this section when referring to vehicles shall include anything that may be utilizing the streets or recreation areas of the park, whether it is self-propelled or drawn by another vehicle and shall include motor bikes and snowmobiles.
(b) 
Speed limits; parking. The Village Council shall have authority to establish and post maximum rates of speed for vehicles using streets and drives or any other portion of the park in any public park or playground and no person shall drive any vehicle at a speed greater than that established and posted by the Council. All vehicles shall be parked at such places and in such manner as may be determined by the Council and indicated by signs and limit lines and no person shall park any vehicle at any place where parking is prohibited by signs posted by the Council. No horses, motorbikes or snowmobiles shall be ridden within the Village parks.

No person shall take, lead or drive any horse or other animal, or having the same in charge shall permit or allow the same to go or stand upon the public grounds known as the park.

Pavilions and shelters are to be reserved for use by Village residents only, except when special permission is granted from the Village Council or its appointed agent. No unauthorized person or group shall retain the use of any pavilion or shelter during the scheduled times that a structure is reserved. The Village Council or its designated agent shall schedule all reservations and determine if the persons requesting the use of a structure meet the requirements of this section.

No overnight camping or setting up of camping facilities shall be allowed on any Village property or property under the jurisdiction of the Village, except where areas are specifically designated for camping or where special permission has been obtained by the Village Council.

The Village Council is hereby authorized to promulgate reasonable rules and regulations respecting the use of public parks or playgrounds and may regulate and limit the use of the equipment and other facilities therein. The Village Council shall have authority to forbid the use of the equipment and facilities of any such park or playground to any person who refuses or neglects to obey the rules and regulations governing the use thereof.

This article shall extend to and include all public parks and playgrounds owned by or under the jurisdiction of the Village or any board or department thereof.
