The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
JUNK DEALER
Any person, corporation, copartnership or members thereof, or firm, whose principal business is that of purchasing, selling, exchanging or receiving any discarded or junk materials, including iron, steel, rubber, tool steel, automobile parts, aluminum, copper, brass, lead pipe or tools, lighting and plumbing fixtures.

Any person violating any provisions of this article shall be responsible for a municipal civil infraction. In case any person shall be found guilty of violating any of the provisions of this act, the license issued to such person shall be deemed to have been revoked as of the date of the said violation, and such person, corporation, copartnership or firm shall not be permitted to carry on such business within the Village for a period of one year after such conviction.

No person shall hereafter carry on the business of dealer in secondhand goods or junk dealer, or maintain a place for the dismantling of automobiles with or without the sale of automobile parts in the Village, without first obtaining from the Village President, or in his absence from the Village Clerk, a license subject to the provisions of this article, authorizing such person to carry on such business.

The Village President, and in his absence the Village Clerk, may from time to time grant under his hand, to any suitable person, a license authorizing such person to carry on the business of secondhand dealer or junk dealer, or to maintain a place for the dismantling of automobiles with or without the sale of automobile parts, subject to the provisions of this article. Said license shall designate the particular place in the Village where such person shall carry on the said business, and no person receiving said license shall carry on said business in any place other than as designated in said license. The said license shall be for the period of one year from the date of issuance, unless sooner revoked for cause, and shall not be transferable. No fee shall be paid for the issuance of any license under this article.

A junk dealer shall post in a conspicuous place in or upon his shop, store, or other place of business, a sign having his name and occupation legibly inscribed thereon.
