The following words, terms and phrases, when used in this division,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
STREET
That part of the street between curbs, where there are curbs,
and where there are no curbs, then that part of the street contained
between the centerline of said street and a line 16 feet outside of
the edge of the pavement or improved portion of the street on either
side of the street.

It shall hereafter be unlawful for any person to park or stand,
or to continue to let be parked or standing, any wagon, tractor, truck-tractor,
trailer, truck, automobile or any motor vehicle in and on any public
street or highway of the Village from the hour of 3:00 a.m. to the
hour of 6:00 a.m. local Village time.

Every person in violation of this division shall be responsible
for a civil infraction. In the event that it is necessary to remove
any unlawfully parked motor vehicle, enumerated herein, to facilitate
snow removal, the said motor vehicle shall be impounded by order of
the Police Department, and the owner shall be required to pay the
impounding and towing fees prior to the return of said motor vehicle,
over and above any fines and costs.
