No person shall operate a junkyard within the Village without having first obtained a license therefor from the Village Clerk. For the purpose of this chapter, "junkyard" shall mean a place where junk, waste, discarded, or salvaged materials are bought, sold, exchanged, stored, baled, packed, disassembled, wrecked or dismantled, or handled, including automobile wrecking yards, house wrecking, and structural steel materials and equipment, but not including the purchase or storage of used furniture and household equipment, used cars in operable condition, or used or salvaged materials as part of manufacturing operations.
The Village Clerk shall issue a license to operate a junkyard to any applicant upon presentation of a current and valid conditional use permit issued by the Plan Commission and upon payment of the fee as provided in § 272-1 of this Code.
The license shall be valid for a period of one year from the issuance of the above-mentioned conditional use permit, unless sooner revoked by the Village Board for cause after notice and hearing as provided in § 344-11 of this Code.
Except as otherwise provided, in addition to the revocation or suspension of any license issued under the provisions of this chapter, any person found to be in violation of any provision of this chapter shall be subject to forfeiture as provided in § 1-4 of this Code.
