This Part, in order to keep any public street or other public way accepted or maintained by the Township free and clear of all obstructions and debris of any type or kind as set forth, authorizes and empowers the Board of Supervisors of the Township of Douglass to make it unlawful for any person to deposit, pump, throw, shovel, cast, plow, and/or allow to migrate or filter onto any said public way, the following substances: ice, snow, manure, soil, manure mixed with soil, grass clippings, ash, or any other debris or like substance, both natural and artificial, in such a manner so as to hinder or interfere with the use of, block, or obstruct said public way.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.

The Solicitor is hereby authorized and directed to do all such things and take such action as is necessary in order to effect the intent and purpose of this Part.
