No person shall hereafter plow, cultivate, harrow or in any way disturb the surface of land within the rights-of-way of any Township road.
No person shall hereafter pass on or over any Township road with a tractor or steel wheeled implement equipped with lugs, spuds, flanges or protruding bolt heads nor with a bulldozer, excavator or crawler type tractor on steel tracks. Implements used for agricultural purposes are excepted from this provision of the article; provided, the operator of the implement uses due care and caution when traveling on the paved surface of any Township road in order to avoid damaging said paved surface. In the event the operator of an agricultural implement fails to use due care and caution and damages any Township road or in the event any person operating a tractor or steel wheeled implement equipped with lugs, spuds, flanges or protruding bolt heads, with the exception of agricultural implements as set forth above, or a bulldozer, excavator or crawler type tractor on steel wheels damages any Township road, then he shall be responsible for repairing any damage to the Township road in addition to any penalties hereinafter prescribed.
No person shall deposit manure, mud, dirt or debris of any kind upon any Township road. In the event any person does so, that person shall be responsible for the removal of the same in addition to any penalties hereinafter prescribed.

Any person, firm or corporation who shall violate any provision of this article, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this article continues or each section of this article which shall be found to have been violated shall constitute a separate offense.
