A. 
Adoption of State Electrical Code. The provisions of the Wisconsin Administrative Code, Chs. 320 through 325, inclusive, and the newest edition of the National Electric Code, Volume 2, Electrical Standards, are hereby adopted and made a part of this article and shall apply to installation of all electrical service in the City.
B. 
Standards for electric wiring. The Wisconsin Electrical Code, Chapter SPS 316, Wisconsin Administrative Code, is hereby adopted in its entirety, made a part of this article, and shall apply to all electrical service in the City. All electrical wiring hereafter installed in the City shall be installed so as to conform to the Wisconsin Electrical Code, Chapter SPS 316, Wisconsin Administrative Code.

Duties. It shall be the duty of the Electrical Inspector to enforce the provisions of this article and keep complete records of all permits issued and inspections made, and file an annual report covering such issuance of permits and inspection with the City Manager. Said annual report shall cover the period closing December 31 of each year, and shall be filed on or before January 15 next thereafter.
B. 
Access to buildings. The Electrical Inspector or his duly authorized agent shall have the right during reasonable hours to enter any buildings in the discharge of his official duties, or for the purpose of making any inspections or tests of the electrical wires contained therein.
C. 
Authority to discontinue electric operation. The Electrical Inspector shall have the authority to cause the turning off of electrical current to any equipment which is found to be in an unsafe condition and to cut or discontinue electrical services in cases of emergency and where such electrical currents are dangerous to life or property or may interfere with the work of the Fire Department. No person shall reconnect any equipment thus cut off until permission is given by the Electrical Inspector.
D. 
Defective electrical construction. Any electrical wires in the City found to be in a dangerous or unsafe condition by the Electrical Inspector shall be reported to the owner or occupant of the premises upon which such defective wiring is found and notice thereof given to place the same in a safe condition.

No person shall alter, install or repair electrical wires, equipment or devices for any purpose in the City without first having procured a license from the state. A homeowner, however, may do such work in a house which he owns and occupies, without procuring a license.

Permit required. No electrical wiring in new construction or building alterations shall be done in the City, or any appliances wired, without a permit being first issued therefor by the Electrical Inspector.
B. 
Application. Any person desiring such a permit shall file an application on blanks furnished by the Electrical Inspector.
A. 
Required inspection. Upon completion of roughed-in wiring, before sheeting or covering any wiring from view, the person so wiring shall notify the Electrical Inspector who shall, if satisfied upon inspecting the wiring as to workmanship and materials so far completed and installed, give his approval. When the wiring is completed, another inspection shall be made and fees paid before the Electrical Inspector shall order the current turned on. If it is convenient to the Inspector and the person installing the wiring, extra inspections can be made as work progresses on wiring on larger or more extensive installations. The cost of such extra inspections shall be paid by the person requesting said extra inspections. At all times when inspection is desired, it shall be the duty of the person doing the installing to notify the Inspector at least 48 hours before inspection is expected to be completed.
B. 
Schedule of permit fees. The City Council shall, from time to time by resolution, adopt a schedule of fees, which schedule shall be effective upon publication of the resolution in the official newspaper of the City and which schedule shall remain in effect until appealed or otherwise amended by subsequent action of the City Council.
C. 
Requested inspections. Any owner of any premises in the City may request electrical inspection of his premises at the same fees as new construction.
A. 
No person shall operate within the City any electrical apparatus, device, machine, or equipment which needlessly and unnecessarily causes interference with radio or television reception, when such interference can be reasonably prevented by means of repairs, adjustments, the installation of corrective appliances, or other practicable alterations.
B. 
No person shall broadcast within the City directly or indirectly as a by-product of a lawful act, any radio frequency waves in such manner as to interfere with radio or television reception in any part of the City, with the following exceptions, which exceptions shall be operated in accordance with Subsection A:
(1) 
Any licensed practicing physician operating an X-ray machine for purposes incident to his profession.
(2) 
Any person operating a battery-charging device, and the owner thereof.
(3) 
Any person operating an ultraviolet ray machine, and the owner thereof.
Any person who shall violate any provision of this article shall be subject to the penalty in § 1-19 of this Code. Each violation and each day a violation continues or occurs shall constitute a separate offense. This section shall not preclude the City from maintaining any appropriate action to prevent or remove a violation of this article.
