It shall be unlawful for any person other than authorized Village
employees or a person(s) having written authorization from the Director
of Public Works or Police Chief to go through, sort or take anything
from any garbage, refuse or recyclable materials that have been set
out in bags or other approved containers for the purpose of being
picked up by Village contracted collection personnel or contractors.
