All development shall include the design and construction of streetlighting facilities for the illumination of all roadways, public or private, which lie in or border the development and all parking lots within the development. Streetlighting to be accepted by the City shall be constructed within the public right-of-way or in easements dedicated to the City or as otherwise approved by the City Council.
Light poles, luminaires, lamps, and wire/cable shall be of the type in accord with American Electric Power standard specifications. Alternative light poles, luminaires and lamps may be installed pursuant to City standards and specifications. Streetlights and appurtenances shall be designed and installed according to The American Standard Practice for Roadway Lighting, current edition; The National Electric Code, current edition; and these development standards and all other applicable codes and ordinances of the City. All lamps shall be minimum 100-watt sodium vapor.
A. 
Residential, commercial and industrial districts.
(1) 
Poles shall be located at all intersections and spaced at a distance not exceeding 300 feet from one another for midblock locations alternating on both sides of the roadway. Poles shall also be located at the ends of culs-de-sac and at curves in the roadway as required by the City Engineer. Poles shall be set in the parkway two feet from the back of curb. Where the distance between the sidewalk and the curb is such that this location is impractical or where the sidewalk is adjacent to the curb, the City Engineer shall review and approve any alternate locations for the pole.
(2) 
Unless otherwise directed by the City Engineer, the direction of the support arm shall be at right angles to the center lines of the intersecting streets at a four legged intersection. At "T" intersections, a pole shall be provided on the center line extended of the terminating street at the top of the "T" with the support arm extending toward the center of the intersection. Between intersections, mast arms shall be orientated at right angles to the center line. In culs-de-sac, lights shall be placed in the center median or, if no center median is to be constructed, at the end of the cul-de-sac along the center line extended.
