There is hereby created in the Village of Southampton the Ocean
Rescue Department of the Village of Southampton.
The function of the Ocean Rescue Department shall be to provide
a volunteer ocean rescue service in the Village in assistance to the
Village Police, Fire Department, lifeguards and other emergency services
providers of the Village.
A.
The initial volunteer members of the Ocean Rescue Department shall
be by appointment of the Mayor with the approval of the Village Board
of Trustees. The volunteer members of the Ocean Rescue Department
shall be residents of the Village or persons residing within 20 miles
of the Village. The volunteer members shall be deemed qualified by
reason of training, experience or civic interest and maintain applicable
open water and CPR certifications as approved by the Council of the
Ocean Rescue Department and Village Board of Trustees.
B.
Thereafter, the Ocean Rescue Department may elect other eligible
persons as volunteer members, subject to the approval of the Village
Board of Trustees. Such election shall be by a two-thirds vote of
the members of the Ocean Rescue Department present at a regular or
special meeting thereof. The membership of any person so elected shall
become effective upon approval thereof by the Village Board of Trustees.
A.
The officers of the Ocean Rescue Department shall consist of a Chief,
First Assistant Chief, Second Assistant Chief, Secretary, Treasurer
and such other officers, if any, as may be provided for in the bylaws
of the Ocean Rescue Department. There shall be either five officers
or seven officers.
B.
The officers of the Ocean Rescue Department shall be elected annually
by the members of the Ocean Rescue Department, for a calendar-year
term of office, subject to the appointment by the Mayor with the approval
of the Village Board of Trustees. An annual meeting of the Ocean Rescue
Department shall be held on a date in December of each year (such
date to be fixed in the bylaws of the Ocean Rescue Department or by
resolution of the Village Board of Trustees) for the purpose of electing
officers for the calendar-year term of office commencing on January
1 of the following year. The election as officers of persons so elected
shall become effective upon approval thereof by the Village Board
of Trustees.
A.
The officers of the Ocean Rescue Department shall constitute the
Council of the Ocean Rescue Department.
B.
Subject to the direction and control of the Village Board of Trustees,
the Council shall be responsible for the proper management of the
function of the Ocean Rescue Department.
C.
Bylaws.
(1)
Subject to the approval of the Village Board of Trustees, the Council
may from time to time adopt bylaws with respect to the following Ocean
Rescue Department matters:
(a)
The powers and duties of the officers.
(b)
The operating procedures and duties of the members.
(c)
The admission, suspension, removal and discipline of the members
and officers.
(d)
The minimum training and certification requirements to be eligible
for active membership and the certifications necessary to allow participation
in rescues.
(e)
Such other matters as may from time to time be authorized or
approved by resolution of the Village Board of Trustees.
(2)
Such bylaws shall become effective upon approval thereof by the Village
Board of Trustees.
A.
The proper management of the function of the Ocean Rescue Department
shall be subject to the direction and control of the Village Board
of Trustees.
