This chapter shall be known and may be cited as the "Public Resources and Conservation Ordinance."
The purpose of this chapter is to define the benefits and responsibilities which people may expect when they use public resources in Ogunquit. Benefits are defined because public resources are limited, and some rules govern their use so that each person may reasonably know how they may enjoy those resources. Responsibilities include restrictions on personal behavior made necessary by the fact that the prohibited behavior adversely affects the enjoyment of those resources by other people.

Town authority to enact this chapter is found generally in Title 30-A of the Maine Revised Statutes, in which the State of Maine authorizes municipalities to enact ordinances that promote and protect public health, safety, and welfare. Specific authority to enact ordinances in some subject areas has also been delegated by the state. For instance, Title 12 of the Maine Revised Statutes authorizes municipalities to regulate shellfish harvesting.
