Before a subdivider may be released from any obligation required by this guarantee of performance, the Board shall require certification from the Director of Codes and Planning or appointed licensed engineer and whatever other agencies and departments that may be involved to the effect that all improvements have been satisfactorily completed in accordance with all applicable standards, state and local codes and ordinances.
