A.
The BOCA National Fire Prevention Code, 1996 Edition, as published by the Building Officials and Code Administrators International, Inc., is hereby adopted by the City of Glasgow, Missouri, as the code establishing minimum regulations governing the safeguarding of life and property from fire and explosion hazards arising from the storage, handling and use of hazardous substances, materials and devices, and from conditions hazardous to life or property in the occupancy of buildings and premises, known as the "fire prevention code."

The following sections are hereby revised as follows:
a.
Section F-101.1. Insert "City of Glasgow, Missouri."
b.
Table F-107.2.3. Insert "No" on each line in the column headed "Permit required" and "$0.00" on each line in the columns headed "Permit fee" and "Inspection fee."
c.
That the limits referred to in Section F-3003.2 in which the storage of explosive materials is prohibited is "all of the corporate limits of the City of Glasgow, Missouri except for (i) those portions of the City that are zoned for industrial uses, and (ii) temporary fireworks stands as authorized pursuant to Chapter 66 of the City Code."

The BOCA Fire Prevention Code shall be enforced by the City Fire Department. The Fire Chief may authorize the City Building Inspector to assist in said enforcement. Any volunteer firefighter may be authorized by the Fire Chief to inspect properties to determine compliance with the fire code.

Compliance with the BOCA Fire Prevention Code is mandatory for all properties within the City. However, it is not the intention of this Section to require expensive alterations of existing structures. The Fire Chief shall attempt to negotiate a reasonable schedule for compliance with the fire prevention code, and shall describe to property owners the suggested structural alterations needed to bring existing structures into compliance with the Code. No property owner shall be penalized for failure to implement structural alterations suggested by this Code.
