To insure public safety, health and welfare, and to secure safety to life and property within the City, there is hereby established standards governing electrical conductors and equipment installed within or upon public and private buildings and other premises, including yards, carnival and parking lots, and industrial substations, including the conductors that connect the installations to a supply of electricity, and other outside conductors adjacent to the premises, and mobile homes and travel trailers, located within said City as the same are set out in the National Electrical Code, 1965 Edition, of the National Fire Protection Association, marked Exhibit "A,"[1] attached hereto, and made a part hereof, as if fully set out herein.

In any case where a provision of this Article is found to be in conflict with a provision of any zoning, building, fire, safety, or health ordinance or code existing on the effective date of this Article, the provision which establishes the higher standard for the promotion and protection of the health and safety of the people shall prevail. In any case where a provision of this Article is found to be in conflict with the provision of any other ordinance or code which establishes a lower standard for the promotion and protection of the health and safety of the people, the provisions of this Article shall be deemed to prevail, and such other ordinances or codes are hereby declared to be repealed to the extent that they may be found in conflict with this Article.
