The Treasurer shall receive and safely keep all monies, warrants,
books, bonds and obligations entrusted to his/her care and shall pay
over all monies, bonds or other obligations of the City on warrants
or orders duly drawn, passed or ordered by the Board of Aldermen and
signed by the Mayor and attested by the City Clerk and having the
Seal of the City affixed thereto and not otherwise and shall perform
such other duties as may be required of him/her by ordinance. (RSMo.

He/she shall not pay any money out of the treasury except on
a warrant signed by the Mayor and City Clerk, with the Seal of the
City attached; he/she shall not use money belonging to one (1) fund
to pay warrants on another fund, nor shall be pay any warrant which
does not specify the fund out of which it is payable.

He/she shall keep a separate account of each fund and of credits
belonging thereto, in such a manner as to enable a speedy settlement
of such account, and to make a statement of each account at the regular
meeting of the Board of Aldermen in January or when requested by such
Board of Aldermen.
