Fees shall be established by Borough Council to cover plan review and construction inspection costs incurred by Newtown Borough. All fees shall be paid by the applicant at the time of SWM site plan submission. A review and inspection fee schedule shall be established by resolution of Borough Council based on the size of the regulated activity and based on Newtown Borough's costs for reviewing SWM site plans and conducting inspections pursuant to § 473-24. Borough Council shall periodically update the review and inspection fee schedule to ensure that review costs are adequately reimbursed.
The fees required by this chapter (unless otherwise waived by Newtown Borough) shall, at a minimum, cover:
A.
Administrative costs.
B.
The review of the Stormwater (SWM) site plan by Newtown Borough.
C.
The review of as-built drawings.
D.
The site inspections.
E.
The inspection of SWM facilities and drainage improvements during construction.
F.
The final inspection at the completion of the construction of the SWM facilities and drainage improvements presented in the SWM site plan.
G.
Any additional work required to enforce any permit provisions regulated by this chapter, correct violations, and assure proper completion of stipulated remedial actions.
