The following words, terms and phrases, when used in this chapter,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
The Chief of Police of the Town of Newington or his designee.
Any person who travels from house to house selling or bartering
any goods, wares, or merchandise whether on foot or from a motor vehicle.
Any individual, whether principal or agent, unless specifically
exempted by statute from the provisions of this chapter.
Any person traveling by foot or vehicle from house to house
taking or attempting to take orders for the sale of goods, wares,
or merchandise for immediate or future delivery, or for services to
be performed immediately or in the future whether or not such soliciting
employs samples and whether or not deposits or advance payments are
collected.
Any person who engages in temporary or transient business
in the Town, either in one or more locations, selling goods, wares,
merchandise or foodstuffs.
Persons are prohibited from traveling house to house engaging
in the business of peddler, vendor or solicitor within the corporate
limits of the Town except between the hours of 10:00 a.m. and 30 minutes
before sundown.

Persons are prohibited from engaging in the business of peddler,
vendor or solicitor within the corporate limits of the Town without
first obtaining a license as prescribed by the Chief of Police, which
license may contain such conditions as the Chief of Police may deem
appropriate and shall be revocable at his discretion, upon notice.
B.Â
Charitable, philanthropic, religious and civic organizations shall
be exempt from the provisions of this section, provided that any such
organization shall register with the Chief of Police, on a form provided
by the Police Department, prior to engaging in any vendor, solicitor
or peddler activity.
C.Â
The registration fee shall be as listed in § 225-1 of this Code for any organization and may be waived for good cause. No fee shall be required from any veteran who qualifies under C.G.S. § 21-37, nor from anyone when otherwise prohibited by law.
D.Â
A copy of such registration shall be provided to each registrant
and shall be conspicuously carried by any person while engaging in
any vendor, solicitor or peddler activity on behalf of any such organization
and in addition to its being displayed, upon request, must be produced
for identification.
Unless sooner revoked, such license shall expire on the last
day of December succeeding the date of issue thereof. If the applicant
is deserving of charity, the Chief of Police may waive the license
fee.
It shall be the duty of the Chief of Police to keep records
of all licenses granted under the provisions of this chapter, giving
the number and date of each license, the name, age and residence of
the person licensed, the amount of the license fee paid and the date
of revocation of all licenses as herein provided. Each license shall
be specific to one person, and no general, company or organizational
licenses shall be permitted.
Any person who shall engage in any business subject to this
chapter without complying with the provisions hereof shall be fined
not more than $100 for each offense.
