The purpose of the RE Recreation District is to provide the
Municipality with active and passive recreational opportunities in
order to meet neighborhood and community needs and to establish reasonable
standards of performance so as to protect and enhance the built environment
and to maximize those desirable benefits which recreational and open
space uses inherently offer.
A.
Permitted uses. A building may be erected or used and a lot may be
used or occupied by any of the following purposes and for no other.
(1)
Public park or recreation area owned and operated by the Municipality
of Norristown or School District.
B.
Special exceptions.
(1)
Zoos, provided that they are owned and operated by a governmental
entity or a private organization with the demonstrated knowledge,
expertise, and financial resources to ensure the well being of the
animals under their care and to provide for the safety of the zoo's
patrons and residents of the adjoining neighborhoods.
(2)
Privately owned outdoor recreational area or use, including
but not limited to:

All uses.
(1)
Trash dumpsters and other service functions. Trash dumpsters
and service and storage buildings shall be screened from view and
otherwise incorporated into the overall design theme of the site.
(2)
Lighting. Exterior lights shall be designed to prevent glare
onto adjacent properties and pedestrian pathways need to be clearly
marked and well lit.
(3)
Commercial activity. Commercial activity may only take place
that is incidental to or supportive of the property's principal use,
and:
(a)
The use and its design are compatible with the natural character
of the area.
(b)
No commercial activity shall be permitted except for the charging
of admission, the sale of refreshments, or the sale of gifts provided
that the items sold are for the purpose of generating revenue for
the maintenance, upkeep and general operation of the primary facility.
(c)
Each incidental commercial use shall be located and/or screened
so that it shall not be visible from a public street.
