A.
The Chief of Police shall be active and vigilant in preserving the
peace and good order of the City, and at all times shall be on the
alert to suppress any riot or disorder in the City. The Chief of Police
shall perform all other duties required of him/her by law, and by
the various provisions of City Codes and ordinances.
B.
It shall be the duty of the Chief of Police to execute all orders
or process issued by the Municipal Judge or other officer of the City
having authority to issue the same, and to make return thereof according
to law.
C.
It shall be the duty of the Chief of Police to attend the Municipal
Court when in session, either in person or by Deputy, and to preserve
order therein.
D.
It shall be the duty of the Chief of Police to diligently inquire
into and report to the City Attorney all violations of the provisions
of City Codes and ordinances.
E.
The Chief of Police shall inspect all streets and alleys in the City
and report any dangerous or unhealthy conditions existing to the Mayor.
F.
The Chief of Police shall provide monthly a full account to the Mayor
of all the money that may have been received and paid out by him/her
by virtue of his/her office and also the fees collected by him/her
and to whom paid.
G.
The Chief of Police shall attend all regular monthly meetings for
the Board of Aldermen, either in person or by Deputy, and report to
the Board and the Mayor concerning the needs and actions of the department.
H.
The Chief of Police plans, organizes, coordinates, and directs through
appropriate police personnel, all City police functions including
patrol, law enforcement, investigation, police communications, community
and administrative services.
I.
The Chief of Police develops and directs the implementation of goals,
objectives, policies, procedures and work standards for the department.
J.
The Chief of Police confers with citizens and City officials on law
enforcement problems and assists in the development of innovative
municipal law enforcement policies.
K.
The Chief of Police works closely with the Mayor, the Board of Aldermen,
other City departments, a variety of public and private organizations,
and citizen groups in developing programs and implementing projects
to solve police service problems.
L.
The Chief of Police represents the City and the Police Department
and works closely with citizen groups, public and private officials,
and outside agencies; and serves as liaison for other law enforcement
agencies to provide technical assistance, and to ensure responsive,
appropriate delivery of law enforcement services.
M.
The Chief of Police actively participates as an executive team member
of the City's senior management group on task forces and committees
participating in the City's strategic planning efforts, and addressing
Citywide policy and management issues.
N.
The Chief of Police prepares and recommends long-range plans for
City police service programs; develops specific proposals for action
on current and future City needs.
O.
The Chief of Police coordinates the preparation of a wide variety
of reports or presentations for City management or outside agencies.
P.
The Chief of Police directs the selection, supervision and work evaluation
of department personnel, participates with Human Resources in various
personnel matters, including investigation complaints and in conducting
internal investigations when appropriate, and provides corrective
actions as appropriate.
Q.
The Chief of Police proves for staff development and supervisory
training programs.
R.
The Chief of Police directs the development of management systems,
procedures and standards for program evaluation; monitors developments
related to police service matters, evaluates their impact on City
operations, and implements policy and procedure improvements.
S.
The Chief of Police establishes and maintains a working environment
conducive to positive morale, individual style, quality, creativity,
and teamwork.
T.
The Chief of Police reviews evidence, witnesses, and suspects in
criminal cases to correlate all aspects, and to assess for trends,
similarities, or for associates with other cases.
U.
The Chief of Police may perform the duties of subordinate personnel
as needed.
V.
The Chief of Police will perform any reasonable task or request made
by the Mayor, deemed directly or indirectly connected or germane to
the administration of the Police Department or other City administrative
business.
The Police of the City may be appointed in such numbers, for
such times and in such manner as may be prescribed by ordinance. They
shall have power to serve and execute all warrants, subpoenas, writs
or other process and to make arrests in the manner provided by law.
They may exercise such powers in areas leased or owned by the municipality
outside of the boundaries of such municipality. The Police Officers
shall be conservators of the peace and shall be active and vigilant
in the preservation of good order within the City.

The Mayor shall have authority to give such orders to the Chief
of Police and Police Officers of the City as in his/her judgment the
public good may require, and it shall be the duty of the Chief of
Police and Police Officers to obey such orders.
