Amendments to this Charter shall be initiated and submitted
to the electors of the City in the manner provided by the laws of
the state. For the adoption of any amendment to this Charter or for
the adoption of any revision thereof, it shall require the favorable
vote of a majority of the electors voting thereon at the election
at which the same shall be submitted.
