Owners of any building or accessory structure; shall maintain the property in a safe, sanitary, and well-maintained state that is free from conditions that would be hazardous to the health and welfare of the occupants or a detriment to the quality of life or property values of the community.
The owners of non-owner-occupied properties, whether occupied or vacant, must follow all the provisions found within Chapter 475, Property Conservation, with the following additions.
A. 
Porches and decks. Railings must be matching.
B. 
Siding.
(1) 
Primer/paint must be of matching color. If using a white primer, a matching paint color must be applied within 10 days.
(2) 
Nonwood siding. Nonwood siding, including but not limited to vinyl, aluminum, etc. shall be maintained in a way to preserve the integrity of the original colors and finish. If a condition exists where siding shows accumulated dirt, grime and/or mold, the Code Department shall require cleaning.
(3) 
Broken shingles and siding. Broken shingles and siding with the exception of asbestos siding, must be replaced with like material of matching color.
(4) 
Asbestos siding. If asbestos siding that is broken and/or compromised, the entire structure must be removed and replaced or encapsulated with new nonasbestos siding.
C. 
Windows.
(1) 
All windows in a dwelling unit that are capable of being opened shall be fitted and equipped with screens that are maintained in good repair and free from defects and missing components, installed in screen frames as intended by the manufacturer and placed in windows from at least April 1 through November 1 of each year.
(2) 
If windows are covered, they must be covered with curtains, shades and/or blinds of a neutral color and must be maintained in their original condition. The use of blankets, towels, flags and printed sheets will not be allowed.
D. 
Retaining walls. Retaining walls shall be structurally sound and shall be maintained in good repair, free of weeds and free from hazard.
All buildings shall have approved address numbers placed in a position to be plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers or alphabet letters. Such numbers shall be sized as follows:
A. 
All numbers shall not be less than four inches in height with a minimum width of 0.5 inch.
B. 
Spray painting or brush painting of numbers is not allowed.
Only minor repairs of motor vehicles can be done at the property. The repairs must be to vehicles owned by the owner of the property or their occupant.
Maintenance of the exterior property includes but is not limited to trimming around fences, steps, porches, sheds, signs and poles.
If a rental property is without sufficient off-street parking between the hours of 1:00 a.m. and 6:00 a.m. from November 1 through April 1 of each year, the property owner must apply for a temporary parking permit at a cost of $25 per property on an annual basis. The property owner must agree to all lawn repairs, to include raking, topsoil and seeding the area where the vehicles were parked during this time period. All lawn repairs must be completed no later than May 1 of each year.
A. 
Effective June 1, 2019, all portions of the driveway, including the apron located within the public right-of-way and within the boundary of private property may be constructed of hardscape or compactable material such as asphalt or concrete, brick or decorative pavers, grid pavers, crushed stone, recycled asphalt (mill material) or other similar materials. Dirt driveways are not allowed.
B. 
Prior to driveway construction, rental property owners must obtain and follow all specifications provided by the Commissioner of Public Works. These specification can be found on the website or picked up at the City Code Department.
If a non-owner-occupied property owner allows the hanging of laundry on the property, he/she/they must provide a manufactured approved clothes pole in the rear yard.
A. 
Every property shall have a garbage storage facility in the rear yard and a sufficient number of suitable receptacles that are readily accessible to all occupants so as to contain all garbage, debris and waste; and the receptacles shall be containers that are watertight, equipped with tight-fitting covers, rodent- and pestproof, and shall be maintained in a clean state.
B. 
Where garbage and refuse is to be stored or placed for disposal outside the enclosing walls of a building, the storage place or place for disposal shall be screened from public view. The screening device will not exceed the total square footage of four feet by 10 feet in area. Anything larger will require a permit from the City Code Department.
C. 
All receptacles must be brought in from the curb to the proper storage area the same evening as the scheduled pickup day.
