A. All owners of motor vehicles, whether commercial motor vehicles or
otherwise, are hereby required during the month of January each year
to apply at the office of the City Collector of the City of Portageville,
Missouri, and make application for registration, give the motor number,
the make of the motor vehicle, whether a commercial car or otherwise,
and pay said City Collector the sum of five dollars ($5.00) and receive
a license plate or tag which shall be placed on the car in some conspicuous
place.
B. An owner, before receiving his/her license plate, tag or sticker
shall present a receipt from the City Collector of the City of Portageville,
Missouri, showing payment of the personal taxes for the year prior
to his/her application.
C. Anyone who shall fail or refuse to register their motor vehicle with
the City as provided herein before February 15 of each year shall
be assessed an additional fee of one dollar ($1.00) per month for
each month or portion of a month thereafter, with the following exceptions:

Purchasers of motor vehicles shall be allowed a period of ten
(10) days from the date of the purchase of the said motor vehicle,
as shown by the bill of sale thereto, to secure the City motor vehicle
license as provided by this Section without penalty. All purchases
of City motor vehicle licenses following said ten-day period shall
be assessed the penalty as provided by this Section.

Owners of motor vehicles for which a City motor vehicle license
is required who move into the City of Portageville shall be allowed
a period of sixty (60) days from the date of the establishment of
their residence in the City to secure a City motor vehicle license.
All new residents under this Subsection who purchase the City motor
vehicle license more than sixty (60) days after establishing their
residence in the City shall be assessed the penalty set forth by this
Section.

All persons, firms or corporations residing within the corporate
limits of the City of Portageville, Missouri, who shall keep for his/her
own use or the use of another any motor vehicle, automobile or truck
belonging to any person, firm or corporation residing outside the
corporate limits of the City of Portageville, Missouri, shall for
the purposes of this Article be considered as the owner of said vehicle
and be subject to all the terms, conditions and provisions of this
Article.

This Article applies to only those persons who reside within
the corporate limits of the City of Portageville or have been residents
of said City any time after the first of January each year for at
least fifteen (15) days or more.

A. Definitions. As used in this Article, the following terms shall have
these prescribed meanings:
DEALER
Any person, firm, corporation, association, agent or subagent
manufacturing, dealing in, selling or offering for sale motor vehicles
as defined in this Article.
OWNER
Any person, firm, association or corporation owning or renting
a motor vehicle or having the exclusive use thereof, under a lease
or otherwise, for a period of greater than thirty (30) days.
B. Registration For Manufacturers Or Dealers. Every person, firm, association
or corporation manufacturing or dealing in motor vehicles shall, instead
of registering each motor vehicle so manufactured or dealt in, make
an application or register with the City Collector for a general distinction
number for all motor vehicles owned or controlled by such manufacturer
or dealer, such application or registration to contain a brief description
of each style or type of motor vehicle manufactured or dealt in by
such manufacturer or dealer, including the character of the motor
power, the amount of such motor power stated in figures of horsepower
in accordance with the rating established by the Association of Licensed
Automobile Manufacturers, give his/her name and address. On the payment
of the registration fee, the City Collector shall assign said manufacturer
or dealer with a distinction number. Nothing in this Subsection shall
apply or be construed to apply to a motor vehicle operated by the
manufacturer or dealer for his/her or its private use or hire.
C. Annual Renewal. Such registration shall be renewed annually on the
first day of May upon the payment of the registration fee.
