On and after the effective date hereof, there shall be a Chief
of Economic and Community Development of the City of Norwalk, who
shall have all of the powers, duties and responsibilities hereinafter
set forth in the article and in the position description for the Chief
of Economic and Community Development of the City of Norwalk as adopted
and amended from time to time.
A.Â
The head of the Department shall be the Chief of Economic and Community
Development. The Mayor is hereby authorized to appoint and hire a
Chief of Economic and Community Development who shall be subject to
confirmation by the Common Council. The Chief of Economic and Community
Development shall serve at the pleasure of the Mayor and may be removed
at any time by the Mayor at his/her discretion.

The compensation and benefits of the Chief of Economic and Community
Development shall be detailed in the position description as adopted
and amended from time to time.

The Chief of Economic and Community Development shall be responsible
for neighborhood, community and economic development planning and
programs; planning and zoning; code enforcement; blight enforcement;
business development and tourism, transportation, mobility and parking
as well as a liaison to state and federal agencies dealing with these
areas; such other related activities as may be assigned to the Chief
from time to time by the Mayor or the Common Council; and those outlined
in the position description entitled "Chief of Economic and Community
Development."
B.Â
The Chief of Economic and Community Development shall have the general
supervision of the operation and management of the several units of
the Department. The Chief shall be responsible for the presentation
of a consolidated budget to the Common Council; the supervision of
all employees of the Department and the preparation of an annual report
of the activities of the entire Department of Economic and Community
Development.
