There shall be a Village Planning Board appointed by the Mayor,
subject to approval of the Board of Trustees which Board shall consist
of five members. The Mayor shall be allowed to appoint one Village
officer, other than a member of the Board of Trustees, to serve as
a Planning Board member. Members shall be appointed for terms of five
years from and after the expiration of the term of their predecessors
in office. If a vacancy shall occur other than by expiration of term,
it shall be filled by appointment for the unexpired term. Any member
may be removed by the Mayor for cause, subsequent to public hearing.
The Chairperson of the Planning Board shall be designated by
the Mayor, subject to the approval of the Board of Trustees or on
failure of the Mayor to so appoint the Chairperson shall be elected
from and by the members of the Planning Board.
The Planning Board shall have the power and authority to employ
experts and a staff, as well as to pay for their services and such
other expenses as may be necessary and proper, not exceeding the appropriation
that has been made for such Board by the Board of Trustees.
The Board of Trustees may by local law, adopt rules and regulations
with respect to procedure before the Planning Board, upon recommendation
thereof by the Planning Board.
The Planning Board may prepare and recommend amendment of a
Comprehensive Plan for adoption by the Board of Trustees. The Comprehensive
Plan shall address development of the entire area of the Village,
which Comprehensive Plan shall show existing and proposed streets,
bridges and tunnels, and the approaches thereto, viaducts, parks,
public reservations, roadways in parks, sites for public buildings
and structures, zoning districts water ways and routes of public utilities,
and such other features existing and proposed as will provide for
the protection and improvement of the Village and its future growth
and development and will afford adequate facilities for the public
housing, transportation, distribution, comfort, convenience, public
health, safety and general welfare of its population. The Comprehensive
Plan, and all modifications thereof, shall be on file in the office
of the Planning Board and in the offices of the Village engineer and
Village Clerk.
The Planning Board shall hold such public hearings as are prescribed
herein and otherwise necessary and required by law. Notice of such
hearings shall be made as provided in this chapter or otherwise.
