Authority; Installation of Signs. The Board of Trustees may from
time to time designate areas in which parking is prohibited, prohibited
during certain hours, limited in time or otherwise regulated or restricted.
It shall be the duty of the Superintendent of Streets to erect, install
and maintain suitable signs or markings, giving notice of such regulations
and restrictions and it shall be unlawful for any person to violate
or fail to comply with any such sign or marking.

Exception. Provided, however, that this section shall not apply to
the driver of any vehicle which is disabled on the paved, improved
or main traveled portion of a highway in such manner and to such extent
that it is impossible to avoid stopping and temporarily leaving such
disabled vehicle in such position.

It shall be unlawful for the operator of any vehicle to stop,
stand or park such vehicle in any of the following places, except
when necessary to avoid conflict with other traffic or in compliance
with directions of a police officer or official traffic sign or signal:
A.ย
Within an intersection.
B.ย
On a crosswalk.
C.ย
Upon any bridge, viaduct or in any subway and the approaches thereto.
D.ย
Within 30 feet of an official traffic signal or stop sign on the
approaching side.
E.ย
Within 20 feet of a crosswalk at an intersection.
F.ย
At any curb within 15 feet of a fire hydrant.
G.ย
At any place within 20 feet of the entrance to any fire station,
and on the side of any street opposite the entrance to any fire station
within 75 feet of said entrance.
H.ย
At any place where the standing of any vehicle will block the use
of any driveway.
I.ย
On any sidewalk (including partial parking).
J.ย
Alongside or opposite any street excavation or obstruction when such
stopping, standing or parking would obstruct traffic.
K.ย
On the roadway side of any vehicle stopped or parked at the edge
or curb of a street.
L.ย
At any place where official traffic signs have been erected prohibiting
stopping, standing or parking, including fire lanes on public and
private property.
M.ย
Under the lowest portion of any fire escape.
N.ย
Upon any parkway except in case of emergency.
O.ย
In the area between the front of a residence and the roadway except
on a driveway.
P.ย
Any private parking lot or private property unless authorized by
the owner thereof.
Q.ย
Within 50 feet of the nearest rail or railroad grade crossing.

It shall be unlawful to park a vehicle in any of the following

Every owner, lessee or other person having charge of any motor
vehicle in the Village shall remove said vehicle from any street or
highway within the geographical limits of said Village in accordance
with the following provisions:
A.ย
Each time a snowfall of two or more inches occurs, said motor
vehicle shall be removed within two hours from the time the snowfall
accumulates to the extent of two inches.
B.ย
The said motor vehicle shall be removed from the street or highway
until the snow removal operations of the Village are completed and
the snow is removed from said street or highway.
C.ย
For each succeeding snowfall of two or more inches the provisions
referred to in (A) and (B) herein shall apply.
D.ย
Penalties.
1.ย
For every violation of the provisions of this section the owner,
lessee or other person having charge of said motor vehicle shall be
fined not less than $25 nor more than $50 for each offense, payable
to the clerk of the Village.
2.ย
For each subsequent violation of the provisions of this section
the owner, lessee or other person having charge of said motor vehicle
shall be fined not less than $50 nor more than $100 for each offense,
payable to the clerk of the Village.

A.ย
The east side of Julian Street, south of Margaret Street between
the Village of Thornton Municipal Lot entrance and Margaret Street
and directly adjacent to the Thornton Village Library building shall
be designated as "Library Parking."
B.ย
Library parking shall be designated Monday through Saturday,
9:00 a.m. to 5:00 p.m.

A.ย
Parallel Parking. No person shall stand or park a vehicle in a roadway
other than parallel with the edge of the roadway headed in the direction
of lawful traffic movement and with the curbside wheels of the vehicle
within 12 inches of the curb or edge of the roadway except as otherwise
provided in this Title. Double parking is prohibited.

Diagonal Parking.
1.ย
It shall be unlawful for the operator of any vehicle to park
said vehicle diagonally to the edge of the roadway except where such
diagonal parking is permitted by suitable signs and markings.
2.ย
For the purpose of facilitating the cleaning of streets, the
Commissioner of Streets and Sanitation is authorized to erect temporary
signs designating the days of the week and hours of the day and the
part of street in which the parking of vehicles is prohibited during
the periods and at the location designated on the said signs, as provided
in Subsection B1 of this section.

No person driving or in charge of a motor vehicle shall permit
it to stand unattended without first stopping the engine, locking
the ignition and removing the key, or when standing upon any perceptible
grade without effectively setting the brake thereon and turning the
front wheels to the curb or side of the highway.

It shall be unlawful to park any vehicle, except a private passenger
vehicle with a seating capacity of not more than seven passengers,
on any street for a longer period than is necessary for the reasonably
expeditious loading and unloading of such vehicle.

It shall be unlawful to park any vehicle upon any street for
the purpose of displaying it for sale, or to park any vehicle upon
which merchandise is being offered to the public for sale.

Every vehicle parked in violation of this Title is hereby declared
to be a nuisance which may be abated by any police officer by removing
and conveying such vehicle to the vehicle pound designated by the
Village Board of Trustees. Before the owner or person entitled to
possession of any legally impounded vehicle shall be permitted to
remove the same, he shall furnish evidence of ownership or right to
possession, and shall pay for the cost of towing or removal to the
vehicle pound, and the cost of storage for each day or fraction thereof
in said pound.

Whenever any vehicle shall have been parked in violation of
any provisions of this chapter prohibiting or restricting parking,
the person in whose name such vehicle is registered shall be prima
facie responsible for such violation and subject to penalty therefor.

Whenever any vehicle is parked in violation of the provisions of
this chapter prohibiting or restricting parking, and there is no person
in attendance upon such parked vehicle to be arrested or served immediately
with a notice to appear in court to answer the charge of such violation,
any police officer observing such violation may attach to the vehicle
used in such violation, a notification or ticket, so that the person
in whose name such vehicle is registered may appear in court on a
day certain to be named on such ticket, and answer to the charges
of such violation.
B.ย
It shall be unlawful for any person, other than the driver of the
vehicle to which said ticket or notification is attached, to remove
same from said vehicle.
