Any person seeking to construct a new access to the right-of-way of a City street or alley, or to alter an existing access to a right-of-way of a City street or alley, shall first obtain a permit from the City Manager or the City Manager's designee.
A. 
Any access to a City street or alley right-of-way shall comply with the design standards of Chapter 197, § 197-61C.
B. 
No driveway or other access area within the City right-of-way shall exceed 20 feet in width, except that:

There shall be no maximum width of a curb cut/driveway entrance at the right-of-way on all alleys, and the following streets: Bay Avenue, Bethal Alley, Bradley Lane, St. Paul Street, Midland Avenue, Orr Street, Maul Alley, Shipcarpenter Square, and West Mulberry Street (west of Fourth Street).
