This chapter is deemed to be a continuation and extension of all enactments of Council heretofore made for the purpose of regulating Historic Districts. All other ordinances or parts of ordinances inconsistent herewith are hereby repealed to the extent of the inconsistency.
If any section, paragraph, subsection, clause or provision of this chapter shall be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of this chapter as a whole or any part thereof.
Except as otherwise provided herein, the provisions of this chapter may be amended in the future by the Council after notice and hearing as provided by law.
Immediately upon the adoption of this chapter, the Newtown Borough Secretary shall forward a copy thereof to the Pennsylvania Historical and Museum Commission. This chapter shall be effective immediately; provided, however, that no amendment hereto which proposes an addition to or enlargement of the Historic District shall take effect until the Pennsylvania Historical and Museum Commission has certified, by resolution, to the historical significance of the proposed Historic District, and it has been duly advertised as required by law.
