For purposes of this article, boating shall be limited to the front pond at Bee Meadow Park adjacent to Reynolds Avenue.
As used in this article, a "boating vessel" is defined as manufactured kayaks, canoes, row boats and paddle boats which may be used or operated by persons on Bee Meadow Pond. Boaters shall comply with manufacturer recommendations as to the number of persons that can occupy a vessel safely.
As used in this article, motor boats (electric or gas-driven), boats with masts and sails, paddleboards and inflatables are prohibited from use and operation on Bee Meadow Pond.

A. 
Any person wishing to use and operate a boating vessel described in § 198-19 above is required to register the vessel on an annual basis from January 1 through December 31 of every calendar year. Boating vessels must be registered with the Township's Recreation and Park Administration Department and pay an annual fee for each vessel as follows:
(1) 
Resident fee for each vessel: $25.
(2) 
Nonresident fee for each vessel: $50.
(3) 
Volunteer Cedar Knolls and Whippany Firefighters and EMTs: Exempt/annual fee is waived.
B. 
Registration fees shall not be prorated at any time during a calendar year. All fees are made payable to the Township of Hanover.
All boaters younger than 18 years of age must be accompanied by an adult. In addition, personal floatation devices approved by the United States Coast Guard must be worn at all times by individuals operating a boating vessel.
Persons may operate a boating vessel on Bee Meadow Pond from dawn to dusk. No person shall launch, dock or operate any permitted boating vessel between dusk and dawn of the following morning. In addition, no person shall be on or remain in any boating vessel from dusk to dawn.
A. 
No person shall navigate, direct or handle any boating vessel in such a manner as to intentionally endanger or frighten the occupant or occupants of another vessel.
B. 
The use of boat trailers is permitted for the launching and hauling of boating vessels only, at a ramp to be designated by the Recreation and Park Administration Department. Trailers must be removed from the launching ramp as soon as the launching or hauling has been completed and should be parked in an orderly fashion in a parking area so designated by the Recreation and Park Administration Department for the limited parking of trailers. Trailers of any description for boating purposes only are not permitted to remain at Bee Meadow Pond or Bee Meadow Park after dusk.
C. 
The possession, dispensing or consumption of any alcoholic beverages including wine, beer or malt liquors on Bee Meadow Pond, including the surrounding park area, is strictly prohibited.
D. 
It shall be the responsibility of the Superintendent of the Recreation and Park Administration Department to meet with the Chiefs of Police and Whippany and Cedar Knolls Fire Departments or their designees, and the Coordinator of Emergency Management on a periodic basis, as deemed necessary, in order to review and update any boating safety regulations.
