A.
Physical improvements to the property being subdivided shall be provided,
constructed, and installed as shown on the record plan, in accordance
with the requirements of the Borough.
B.
As a condition to review of a final plan by the Borough Planning
Commission, the subdivider shall agree with the municipality as to
installation of all improvements shown on the plan and required by
these regulations. Before the record plan may be endorsed by the Borough
Planning Commission, the subdivider shall submit a completed original
copy of the subdivision improvements agreement.
C.
All improvements installed by the subdivider shall be constructed
in accordance with the design specifications of the municipality.
Where there are no applicable municipal specifications, improvements
shall be construction in accordance with specifications furnished
through the County Planning Commission, by the County Engineer, or
the Pennsylvania Department of Highways, or the Pennsylvania Department
of Health, or the Pennsylvania Department of Forests and Waters, or
such other state agency as applicable. If there are no applicable
county or state regulations, the Borough may authorize that specifications
be prepared by a registered professional engineer.
D.
Supervision of the installation of the improvements required by this
section shall in all cases be the responsibility of the Borough or
of the appropriate state regulatory agency.
All streets intended to be dedicated to public use shall be
paved in accordance with Borough regulations. Notwithstanding anything
else contained in this chapter to the contrary, it is fully acknowledged
by all developers that the Borough shall have no obligation to accept
any streets or other improvements of any type, at any time and provisions
should be made in all plans for private maintenance thereof in the
event of the Borough's nonacceptance of dedication of such facilities.
All streets shall be graded in accordance with Borough regulations.
Curbs shall be installed along both sides of all streets.
A.
Sidewalks shall be five feet in width. Sidewalks are required on
both sides of all streets throughout the Borough, except no sidewalks
shall be required along service streets.
Sanitary sewage disposal shall be provided, consistent with the design standards and requirements contained in § 355-623 of these regulations.
Water supply system(s) shall be provided, consistent with the standards and requirements contained in § 355-624 of these regulations.
Fire hydrants shall be installed according to criteria established
by the National Board of Fire Underwriters on water mains which are
a minimum of six inches in diameter and at locations that are not
more than 500 feet apart.
A.
Permanent stone or concrete monuments shall be accurately placed
at the intersection of all lines forming angles and at changes in
directions of lines in the boundary (perimeter) of the property being
subdivided.
B.
All monuments shall be placed by a competent engineer or surveyor
so that the scored (by an indented cross in the top of the monument)
point shall coincide exactly with the point of intersection of the
lines being monumented.
C.
Monuments shall be set with their top level with the finished grades
of the surrounding ground, except:
(1)
Monuments which are placed within the lines of existing or proposed
sidewalks shall be so located (preferably beneath the sidewalks) that
their top will not be affected by lateral movement of the sidewalks;
and
(2)
Where monuments are located beneath a sidewalk, proper access
shall be provided for their use.
D.
All streets shall be monumented (preferably on the right-of-way lines)
at the following locations:
(1)
At least one monument at each intersection;
(2)
At changes in direction of street lines, excluding curb arcs
at intersections;
(3)
At each end of each curbed street line, excluding curb arcs
at intersections;
(4)
An intermediate monument wherever topographical or other conditions
make it impossible to sight between two otherwise required monuments;
(5)
At such other places along the line of streets as may be determined
by the Borough Engineer to be necessary so that any street may be
readily defined in the future.
Street name signs shall be installed at all street intersections.
The design and placement of such signs shall be subject to approval
by the Borough.
A streetlight meeting Borough specifications will be placed
at one corner of each intersection of a minor street with a primary
street, or a primary street with a collector street. Streetlights
shall also be installed throughout the Borough in accordance with
Pennsylvania Power and Light Company's specifications.
Shade trees will be placed by the subdivider at intervals of
50 feet along both sides of all streets of the subdivision. Such trees
shall be planted between the sidewalk and the building reserve (setback)
line at least five feet from the sidewalk. No trees shall be planted
between the sidewalk and the curb. In addition, each tree must have
a minimum height of eight feet.
