A.
Mobile home parks as defined in Chapter 420, Zoning, shall comply with all the design standards stated in §§ 355-600 through 355-619 and 355-620, 355-622, and §§ 355-625 through 355-627 of this chapter (which provisions are incorporated herein by reference) in addition to the special design standards set forth in this article.
B.
Park facilities shall be arranged to create a pleasant living environmental.
There shall be variations in the street pattern, block shapes, and
the location of mobile home stands. Excessive repetition of the principal
elements of the plan is not acceptable.
A.
All mobile homes and service buildings shall be connected to the
approved water supply system. Individual water riser pipes having
an inside diameter of no less than 3/4 inch shall be provided for
each mobile home stand and shall terminate no less than four inches
above the ground.
B.
Adequate provisions shall be made to protect water service lines
from damage, including a shutoff valve on each mobile home space below
the frost line.
C.
Where a public water supply is available, fire hydrants shall be
installed in accordance with any Borough regulations pertaining thereto,
and in accordance with any regulations of the public water supply.
All mobile homes and service buildings shall be connected to
an approved public sewerage system. Individual sewer-riser pipes having
a minimum diameter of four inches shall be located on each mobile
home stand and shall extend at least one inch above ground level.
The sewer-riser pipe shall be sealed with a securely fastened plug
or cap when the mobile home site is unoccupied.
A.
Privately owned and maintained streets may be provided within the
park as principal trafficways and such that each mobile home stand
is adjacent to and has access to such street.
B.
All mobile-home-park-privately owned streets shall have a right-of-way
of 42 feet and a paved cartway of 34 feet.
C.
Pavement base and wearing surface shall be constructed in conformance
with any specifications of the Borough applicable to public streets.
E.
Measured along the center lines of intersecting streets, a clear
sight triangle of 75 feet from the point of intersections shall be
kept free of all obstructions, except that at the intersection of
a park road with a public road, the clear sight triangle shall be
100 feet.
F.
There shall be a minimum grade of 0.75% and a maximum grade of 15%
on all mobile home park streets.
G.
All lots shall be properly numbered so to be readable from the cartway.
Paved off-street parking spaces shall be provided in all mobile home parks in accordance with the requirements of Chapter 420, Zoning. Two off-street spaces per dwelling unit shall be provided on the mobile home site.
A.
All mobile home parks shall provide pedestrian walks that shall provide
access between individual mobile homes, service and accessory buildings,
and public rights-of-way.
B.
All pedestrian walks shall have a minimum width of five feet.
C.
All pedestrian walks shall be constructed of hard-surfaced material
in accordance with any Borough specifications applicable to public
streets.
D.
All pedestrian walks shall be provided with lighting units spaced,
equipped and installed to conform with any Borough specifications
applicable to public streets to allow safe movement of pedestrians
at night.
Every mobile home park shall be provided with an underground
electrical distributing system to which every mobile home and service
building shall be connected. Such system and connections shall be
installed and maintained in accordance with the specifications and
rules of the utility company, in the Borough and the state, pertaining
thereto. Any telephone or cable TV installations shall also be underground.
Solid waste disposal and vector control shall be the responsibility
of the mobile home park operator and shall be performed in accordance
with the requirements of the Pennsylvania Department of Environmental
Protection.
All mobile home parks shall provide plantings as set forth in § 420-1206B(2) of Chapter 420, Zoning.
In order to assure that mobile home parks are used only for
long-term residential occupancy, no space shall be rented for residential
use of a mobile home in any mobile home park except for periods of
180 days or more, and no mobile home shall be admitted to any park
unless it meets the requirements of the Building Code of the Pennsylvania
Department of Community Affairs and bears the seal thereof.
Plans for the subdivision, development, construction and occupancy
of mobile home parks shall be subject to review by the Borough Planning
Commission and the County Planning Commission and the approval of
the Council in accordance with this chapter. The same shall be in
the manner made and provided for the regulation of the subdivision
of all other lands of the Borough.
No permits and/or certificates relating to the construction, alteration or use and occupancy of any mobile home park shall be issued until and unless all prescribed fees have been paid, guarantees provided, and all other terms and conditions of this chapter and Chapter 420, Zoning, and the regulations of the Pennsylvania Department of Environmental Protection have been complied with. This section shall apply to existing parks which shall comply with this chapter and Chapter 420, Zoning, immediately.
