The Jefferson County Council, with recommendation of the Highway
Administrator, may, by ordinance, establish those locations at which
traffic signal controls shall be installed. The Highway Administrator
shall install and maintain the proper traffic signal controls on other
than highways in accordance with Schedule I of this Code. The State
Highway Commission shall install and maintain the proper traffic signal
controls on highways in accordance with Schedule I of this Code.

A.
The
County Council, with recommendation of the Highway Administrator,
may, by ordinance, limit speed on all portions of highways as engineering
investigations show the necessity for such limitations with the concurrence
of the State Highway and Transportation Commission.

B.
Where
the speed limit on a State maintained highway or a portion thereof
has not been limited by the County Council and included in Schedule
II, then the posted speed limit as established and posted by the State
shall be the applicable speed limit for that highway or portion thereof.

Pursuant to Section 304.130, RSMo., and with the recommendation
of the Highway Administrator, the County Council may, by ordinance,
set the speed limit and stop sign locations for any County owned and
maintained road. Such speed limits and stop sign locations for roads
shall be included in Schedule III.

The County Council, with recommendation of the Highway Administrator,
shall set the speed limit and stop sign locations for any private
road dedicated for public use located within private subdivisions
in the unincorporated territory of Jefferson County, only in such
subdivisions where a majority of the lot owners in such subdivision
make such a request in writing. Such speed limits and stop sign locations
for roads shall be included in Schedule III, provided, however, that
the subdivision does by written agreement agree to erect and maintain
all necessary speed limits and other traffic control signs as may
be required in order to enforce such traffic control regulations.

A.
The County Council, with recommendation of the Highway Administrator,
shall set special speed limits for school zones and set the times
when such special speed limits shall be in effect. Special speed limits
for school zones shall be set no less than twenty-five (25) m.p.h.
or at a rate of speed not more than ten (10) m.p.h. below the speed
limit established by ordinance for the portion of the roadway in which
the school zone is located, and is set forth and described in Schedule
III.
B.
All special speed limits for school zones shall be in effect for
intervals determined by the County Council, with the recommendation
of the County Engineer, provided such intervals shall be between the
hours of 6:00 a.m. and 6:30 p.m., Mondays through Fridays. The Highway
Administrator shall review all school zones ensuring proper zone lengths
and appropriate school zone signing consistent with the current edition
of the Manual for Uniform Traffic Control Devices. The special speed
zone signs shall display the speed limit and effective times as established
by the County Council.
C.
At such school zones, as the Highway Administrator or County Council
deems appropriate, the Highway Administrator is authorized to install
flashing beacon assemblies on the posted school zone speed limit signs
for the purpose of indicating that special speed limit for the particular
school zone is in effect when the beacon is flashing.

The County Council may, upon application of the Trustees of
any Special Road District located within the County, by ordinance,
pursuant to Section 304.130, RSMo., set the speed limit and stop sign
locations for any Special Road District owned and maintained road.
Such speed limits and stop sign locations for roads shall be included
in Schedule III, provided however, that the Special Road District
does by written agreement agree to erect and maintain all necessary
speed limits and other traffic control signs as may be required in
order to enforce such traffic control regulations.

A.
The
Highway Administrator is authorized to place signs and pavement markings
within or adjacent to intersections indicating the course to be traveled
by vehicles at such intersections.
B.
The
Highway Administrator is hereby authorized to determine those portions
of any roadway where overtaking and passing or driving a vehicle to
the left of the roadway would be especially hazardous and shall declare
the same as a "No-Passing Zone". The Department of Public Works shall
mark the no-passing zone by applying a solid yellow line on the roadway
surface just to the right of center of the roadway.
C.
The
Highway Administrator may designate entrances and intersections to
County roads from private roads or streets as a stop intersection
or as a yield intersection and erect stop signs or yield signs at
the entrance to a County road from a private road.
D.
No
signs shall be erected on right-of-way except those erected pursuant
to this code and its amendments and as authorized by the Highway Administrator.
E.
In
areas where workers are constructing, improving or maintaining County
roads, the Highway Administrator may designate the area a "Work Zone"
and post signs so indicating and set reduced speed limits in the work
zones. A sign specifying a work zone and the speed limit shall be
erected at the start of the work zone. Temporary stop signs or traffic
signals may be installed for safety purposes.
F.
The
Highway Administrator is authorized to issue permits for parking on
County roads.
G.
The
Highway Administrator is authorized to determine those portions of
any roadway where the use of engine compression brakes is prohibited.

The County Council may by ordinance establish those intersections
and locations on highways or Limitations On Traffic roadways at which
drivers of vehicles shall not make a right, left or U-turn or shall
not proceed straight ahead. The Highway Administrator shall place
proper signs at such intersections. Where signs are posted indicating
"no right turns", "no left turns" or "no U-turns" or "right turn only",
"left turn only" or "right or left turn only" or words or symbols
to that effect, no driver shall make a right turn, left turn or U-turn
or proceed straight ahead within any intersection or on any portion
of the roadway or highway between intersections in Jefferson County.
All intersections and locations where the above turns are restricted
shall be set forth and described in Schedule IV.

A.
Jefferson
County hereby establishes a Private Street Signing Program which enables
the Director of Public Works to execute any street/stop sign installation
agreement with authorized public representatives when the Director
deems that such agreement will further the purpose of improving the
health, safety and welfare of the traveling public.
B.
The
Jefferson County, Missouri, Council hereby authorizes the Public Works
Director to implement the Private Street Signing Program and execute
any necessary street/stop sign installation agreements. A copy of
said program agreement, as was attached to Ord. No. 18-0360 as Exhibit
A, is held on file in the County offices. The Public Works Director
is further authorized to take any and all actions necessary to carry
out the intent of this Section.
C.
A copy
of the agreement shall be maintained by the Department of the County
Clerk consistent with the rules and procedures for the maintenance
and retention of records as promulgated by the Secretary of State.
