The Mayor and the Chief of Police, with the consent and approval of the Board of Aldermen, shall have power to appoint special Police Officers to assist the Chief of Police in the preservation of peace and order and the enforcement of the ordinances. Such special Police Officers shall hold their office as long as the Mayor may direct.

It shall be the duty of each special Police Officer appointed under the provisions of this Article to assist the Chief of Police in the preservation of peace and order and in the enforcement of the ordinances. The power of a special Police Officer to make arrests shall be co-extensive with that of the Chief of Police. Special Police Officers, when on duty, shall be under the supervision of the Chief of Police.

The Mayor and Chief of Police may order a special Police Officer to perform active duty on any day or days that the Mayor deems it appropriate, and as compensation for his/her services for each such day of active duty, each special Police Officer shall receive an amount as determined from time to time by the Board of Aldermen.

The Police Reserve Unit shall function under the immediate direction of the Board of Aldermen, or its designated agent for such purpose. There shall be a maximum number of twelve (12) members of the Reserve Unit.

Each member shall be in good physical condition, of good character and not less than twenty-one (21) years of age.

Appointments to the Police Reserve Unit shall be made by the Mayor and Chief of Police with the approval of the Board of Aldermen.

Any member may be discharged at any time by the Mayor and Chief of Police with the consent of a majority of the Board of Aldermen. The Board of Aldermen may discharge while acting without a Mayor, so long as said discharge is by a two-thirds (2/3) vote of the Board of Aldermen. Discharge may be with or without cause and without a hearing.
