A.
The Civil Service Commission shall consist of three members who shall
be qualified electors in the Borough, who shall be appointed by the
Borough Council and may succeed themselves at the expiration of their
respective terms.
B.
Members of the Commission shall at the same time hold an elective
or appointed office under the federal government, this commonwealth
or any political subdivision of the commonwealth, except that one
member of the commission may be a member of the Council and one may
be a member of the teaching profession.
C.
Members of the Civil Service Commission shall receive no compensation.
A.
Members of the Board shall be appointed for initial terms of two-,
four- and six-year terms, ending on December 31 of the final year
of the initial term.
B.
The initial term of the Civil Service Commission shall be deemed
to commence beginning the first Monday in January, 2018. Following
the expiration of the initial term, all subsequent terms shall be
for six-year durations beginning on the first Monday in January such
that at least one term expires annually.
C.
Each member of the Commission, before entering upon the discharge
of the duties of office, shall take an oath or affirmation of office
under 53 Pa.C.S.A. § 1141 (relating to form of oaths of
office).
D.
The Civil Service Commission shall promptly notify the governing
body of any vacancies which occur. Appointments to fill vacancies
shall be only for the unexpired portion of the term.
E.
To the extent that Council does not immediately fill an expired term,
the person whose term has expired may continue to serve until such
time Council acts to fill the vacancy. Once filled, the new member
shall serve for the remainder of the six-year term.
A.
Council may appoint no more than three qualified electors of the
Borough to serve as alternate members of the Commission. The term
of office of the alternate members shall be six years, ending on December
31 of the sixth year of the term.
B.
If seated under Section 1174 of the Pennsylvania Borough Code (relating
to organization of commission),[1] an alternate shall be entitled to participate in all proceedings
and discussions of the Commission to the same and full extent as provided
by law for Commission members, including specifically the right to
cast a vote as a voting member during the proceedings, and shall have
all the powers and duties specified in this chapter and as otherwise
provided by law.

C.
An alternate member may not hold another office in the Borough.
D.
An alternate may participate in any proceeding or discussion of the
Commission but may not vote as a member of the Commission unless designated
as a voting alternate member under Section 1174 of the Pennsylvania
Borough Code.
E.
Alternate members shall receive no compensation and, before entering
upon the discharge of the duties of office, shall take an oath or
affirmation of office under 53 Pa.C.S.A. § 1141 (relating
to form of oaths of office).
If any sentence, clause, section, or part of this chapter is
for any reason found to be unconstitutional, illegal or invalid, such
unconstitutionality, illegality, or invalidity shall not affect or
impair any of the remaining provisions, sentences, clauses, sections
or parts of this chapter. It is hereby declared as the intent of the
Borough Council that this chapter would have been adopted had such
unconstitutional, illegal or invalid sentence, clause, section or
part thereof not been included herein.
