No person shall set up for operation, maintain, keep or permit
on premises owned, leased or controlled by him, any public pool room,
billiard hall, bowling alley or any place in which billiards, pool
tables or bowling alleys shall be kept for public use within the Village
without having obtained a license as provided in this article.

(a)
The license application shall state:

All applicants shall have been continuous residents of the state
for at least one year prior to the date of filing the application
and shall be 18 years of age or older. Applications shall be filed
for renewal of a license in the same manner as for an original license.
Such license shall not be transferable. The licensee may replace any
such table with another table or may replace any such alley with another
alley any number of times, but at no time shall the number of such
tables or alleys on any one premises exceed the number permitted by
the license relating to the premises. Each such table or alley shall
a plate have securely attached to it, bearing the name of the licensee
thereof. Every such licensee shall operate and maintain the licensed
premises so as to comply with the applicable provisions of this Code.
