There shall be an Administrative Appeals Panel comprised of
three members being the Director of Finance and Administration or
their designated deputy, Corporation Counsel or their designated deputy,
and the City Clerk or their designated deputy.
The Administrative Appeals Panel shall be empowered to hear
and decide appeals for: parking violations; water and sewer charges
and penalties; snow removal, trash removal, and grass and weed cutting
charges and penalties; and, such other administrative actions or determinations
assigned to it with approval by the Common Council.
A.
Any
person or entity wishing to appeal an administrative action or determination
reviewed shall make application in writing to the Office of the City
Clerk within 30 days of receipt of written notice of a violation,
charge or penalty.
B.
The
Administrative Appeals Panel shall meet two times per month as determined
by the panel. Any aggrieved person or entity may appear in person
to address the Panel and/or submit a statement and any relevant documentation
in writing. A simple majority of the Administrative Appeals Panel
shall be required for a decision on the application.
C.
At
the first meeting of the Panel, it shall establish its rules and manner
of procedure.
