The Welfare Department shall consist of a Welfare Officer appointed as specified by § 200-7 of this Administrative Code, and such other clerical staff as may be recommended by the Town Welfare Officer and approved by the Town Manager. (RSA 37:6-VIII authorizes the Town Manager to administer the poor relief of the Town, either directly or through a person or persons appointed by him/her under the supervision of the Selectmen.)
The Welfare Department shall perform the following functions:
A. 
Plan, budget report on and supervise the Town's welfare program.
B. 
Investigate all requests for relief and authorize such relief aid as may be deemed necessary.
C. 
Exercise all powers and perform all duties conferred or imposed by law on overseers of the poor.
D. 
Keep full and accurate records of persons fully supported, the persons relieved and partially supported and the travellers and vagrants lodged at the expense of the Town, together with the amount paid to them for such support and relief, and make such reports to the State Board of Public Welfare, as required by law.
E. 
Perform all other related functions as required.
