It shall be the duty of the Council to name a person to act as City Clerk and said person shall be approved by majority vote of the Councilpersons present and voting, and said City Clerk shall be under the authority of the Mayor and/or City Council and the job shall be advertised and subject to rules and hiring practices of all other City employees.
