A. 
The Tree Commission shall prepare annually, and, on or before the first day of November of each year, submit to the elected Borough Council for approval a budget showing its contemplated income and its proposed expenditures for the succeeding year.

The Commission shall annually adopt the budget submitted under Subsection A of this section, as modified by the elected Borough Council.
A. 
From money budgeted and available, the Commission shall make all payments for its activities and all necessary and appropriate expenses of the Commission's operation, including specifically clerical assistance, professional assistance, stationery, postage, bank fees, printing, supplies, and equipment. As used herein above, "money budgeted" shall include allocation of time of Borough employees to projects authorized and under the direction of the Commission.
B. 
An approved purchase order shall be required prior to the expenditure of any funds, except expenditure of funds for salaries, professional fees, and regular, routine costs. The commitment at any one time for a payment, or a cumulative series of payments, in excess of $1,000 shall first be approved by the elected Borough Council, except such commitment be for an employee's salary or for professional fees; the commitment of any amount in excess of $50, or such higher amount as the elected Borough Council may from time to time establish, shall be approved by a majority of the Commission members; and the commitment of any amount less than $50, or such higher amount as the elected Borough Council may from time to time establish shall be approved by the Commission Chairman or during his absence or incapacity the Vice-Chairman.

Tree Commission may receive, in addition to payments by the Borough as provided for in § 55-25 below, any payments of any fees, gifts, grants, bequests or devices.
B. 
The Commission shall have no authority to receive loan proceeds nor any authority to make loans, except the Commission may receive advanced payments or temporary loans from other Borough funds with the approval of the elected Borough Council.
The Commission shall establish a system of accounts for all moneys under its control, and establish one or store separate bank accounts in a bank designated by the elected Borough Council into which bank accounts all income shall be deposited and from which all expenditures shall be made.
The Borough shall transfer and pay over to the Borough of Pine Grove Tree Commission the money budgeted, as provided above in § 55-21B, from tax levies as received, and shall also transfer and pay over to the Commission any money received as a gift, grant, bequest, device, fee, or charge which is intended for planting, removing, maintaining or protecting shade trees in the Borough and also for general operation of the Commission.
