A. 
Composition. The Board of Review shall consist of the Village President and the Village Clerk-Treasurer. The Clerk-Treasurer shall be the clerk thereof and shall keep an accurate record of all its proceedings. The members of the Board of Review shall be fixed by resolutions of the Village Board.
B. 
Duties. The duties and functions of the Board of Review shall be as outlined in § 70.47, Wis. Stats.
A. 
Composition. The Village of Wild Rose Board of Health shall consist of members of the Village Board serving as a committee of the whole.
B. 
Officers. The Village President shall serve as the Chairperson of the Board of Health.
C. 
Power of appointment. The Board of Health may appoint persons to aid it.
D. 
Responsibilities. The Board of Health shall take such measures as shall be most effectual for the preservation of the public health.
A. 
Organization; terms.
(1) 
Pursuant to § 43.54, Wis. Stats., a municipal Library Board for the Village of Wild Rose, consisting of a seven-member board, is hereby created. Members of the Library Board shall be appointed by the Village President, subject to Village Board confirmation.
(2) 
Terms of such members shall be from January 1 in the year of their appointment, and shall be for a term of three years. Not more than one member of the municipal governing body shall at any time be a member of the Library Board. The Village President shall appoint, as one of the Library Board members, a school district administrator, or his/her representative, to represent the public school district or districts in which the library is located.
(3) 
No compensation shall be paid to any Library Board member for service as such, but he/she may be reimbursed for his/her actual and necessary expenses incurred in performing his/her duties outside the Village if so authorized by the Library Board. A majority of the membership of the Library Board shall constitute a quorum.
(4) 
As soon as practicable after the first appointments, at a date and place fixed by the appointing officer, and annually thereafter, within 30 days after the time designated in this section for the beginning of terms, the members of the Library Board shall organize, by election from among their number, a Chairperson and such other officers that they deem necessary to prescribe and adopt rules and regulations for the operation of the library.
B. 
Duties and powers. The Library Board shall have the duties and powers as prescribed by § 43.58, Wis. Stats.
A. 
Establishment. A Zoning Board of Appeals is hereby established in accordance with the provisions of § 62.23(7) and § 61.35, Wis. Stats.
B. 
Membership. The Zoning Board of Appeals shall consist of five members appointed by the Village President, and confirmed by the Village Board, for terms of three years except that, of those first appointed, one shall serve for one year, two shall serve for two years and two shall serve for three years. The Village President shall designate one of the members as Chairperson. The Village President shall also appoint, for staggered terms of three years, two alternate members of such Zoning Board of Appeals, in addition to the five members provided for above, who shall act with full power only when a member of the Zoning Board of Appeals refuses to vote because of interest or when a member is absent. Vacancies shall be filled for the unexpired terms of those members whose terms become vacant. The Zoning Board of Appeals shall adopt rules governing its procedures consistent with the terms of this section and the Wisconsin Statutes.

C. 
Powers. The Zoning Board of Appeals shall have the following powers:
(1) 
To hear and decide appeals where it is alleged there is error in any order, requirement decision, or determination made by the Building Inspector.
(2) 
To hear and decide special exceptions to the terms of the Village of Wild Rose zoning regulations upon which the Board of Appeals is required to pass.
(3) 
To authorize, upon appeal in specific cases, such variance from the terms of the Village zoning regulations as will not be contrary to the public interest where, owing to special conditions, a literal enforcement will result in practical difficulty or unnecessary hardship, so that the spirit of the zoning code shall be observed, public safety and welfare secured, and substantial justice done; provided, however, that no such action shall have the effect of establishing in any district a use or uses not permitted in such district.
(4) 
To interpret the words, terms and provisions of Chapter 10-5, Zoning, where there is doubt concerning their intended meaning and to determine the location of district boundaries where there is uncertainty concerning them after the rules set forth in the zoning code for the determination of said boundaries have been applied.
(5) 
The Zoning Board of Appeals may reverse or affirm, wholly or in part, or may modify any order, requirement, decision or determination as, in its opinion, ought to be made in the premises, and to that end shall have all the powers of the Building Inspector. The concurring vote of four members of the Zoning Board of Appeals shall be necessary to reverse any order, requirement, decision or determination appealed from or to decide in favor of the applicant on any matter on which it is required to pass or to effect any variation in the requirement of the zoning code. The grounds of every such determination shall be stated and recorded. No order of the Zoning Board of Appeals granting a variance shall be valid for a period longer than six months from the date of such order unless the land use permit is obtained within such period and the erection or alteration of a building is started or the use is commenced within such period.
(6) 
In its action under this section, the Zoning Board of Appeals shall impose appropriate conditions and safeguards in harmony with the general purpose and intent of the zoning code. Any violation of such conditions and safeguards so imposed shall constitute a violation of this Code. Except for its power of interpretation, the powers of the Zoning Board of Appeals shall be limited to the action to be taken on the specific case before it, and no action of the Zoning Board of Appeals shall have the effect of changing any rule, regulation, provision or restriction of the zoning code.
A. 
Establishment. A Board of Police Commissioners is established, and shall be organized in the same manner as boards of police and fire commissioners under § 61.65, Wis. Stats.

B. 
Membership. The Board of Police Commissioners shall consist of five citizens, three of whom shall constitute a quorum. The Village President shall annually, between the last Monday of April and the first Monday in May, appoint, in writing, to be filed with the secretary of the Board, one member for a term of five years. No appointment shall be made which will result in more than three members of the Board belonging to the same political party.
C. 
Authority.
(1) 
The primary function of the Board of Police Commissioners is to ensure that the Village of Wild Rose Police Department functions in full compliance with state, federal, and local laws, regulations, and ordinances. The Board shall interview and select candidates for the position of Police Chief, and act on the Chief's recommendations to fill all other vacancies which might become available in the Police Department from time to time. A secondary function is to act on recommendations of the Police Committee, to conduct investigations, and hold hearings regarding complaints and allegations of misconduct or breach of duty of Village law enforcement officers and, if warranted, advise the Village Board of appropriate disciplinary actions.
(2) 
The Board of Police Commissioners has the power and authority to administer oaths, take testimony, and call witnesses involving charges against law enforcement officers who are beyond their probationary period of employment.
(3) 
Pursuant with § 62.13(5)(a) through (i), Wis. Stats., the Board of Police Commissioners may, with Village Board concurrence, apply any of the disciplinary actions outlined in that section.
D. 
Recordkeeping. The Board of Police Commissioners shall maintain records of all meetings. The Board shall appoint one of its members as secretary to take minutes and to maintain all files associated with the Board. When formal hearings are conducted and sworn testimony is taken, a stenographic record shall be made.
