Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code, 75 P.S. § 101 et seq. (1977), as hereafter amended, supplemented, modified or reenacted by the General Assembly of Pennsylvania, unless the context clearly indicates a different meaning. The singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.

The word "person" used in this chapter shall in all cases include any individual, partnership, association or corporation, singular or plural, including the responsible officers of any such association or corporation.

The provisions of this chapter, insofar as they are the same as those ordinances in force immediately prior to the adoption of this chapter, are intended as a continuation of such ordinances and regulations and not as new enactments. The provisions of this chapter shall not affect any act done or liability incurred, nor shall they affect any suit or prosecution pending or be instituted to enforce any right or penalty or to punish any offense under any such ordinances or regulations as aforesaid.

The Board of Supervisors of Amity Township shall have the right from time to time to adopt traffic and parking regulations not contrary to the provisions of this chapter written by resolution which shall be filed for public inspection at the office of the Township Secretary, and shall be enforced as part of this chapter. Such written resolutions may establish stop streets and through streets, speed limits on particular highways, delineate restricted parking areas and supplement other provisions of this chapter.

The Board of Supervisors shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
(a) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations; and
(b) 
In the case of emergency or to facilitate public works, or in the conduct of parades or other public events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.
Such temporary and emergency regulations shall be enforced by the Board of Supervisors and the Police Department of the Township in the same manner as permanent regulations. Any person who shall operate or park a vehicle in violation of any such regulations shall be liable to the penalties set forth in the law or elsewhere in this chapter for such violation, and, in case of any violation for which no specific penalty is set forth in the law or elsewhere in this chapter, to a fine or penalty of not more than $600 and costs of prosecution, and, in default of payment of such fine and costs, to imprisonment in the County Jail for not more than 30 days.

The Board of Supervisors shall have the right by resolution to temporarily close any Township road when in its opinion excessive or unusual conditions have rendered such road unfit or unsafe for travel. Such road or portion of road shall be properly marked in accordance with law, and any person using such road or portion thereof after the same has been properly closed and marked without a permit from the Chief of Police shall, upon conviction thereof by a District Justice, be sentenced to pay a fine of not more than $600 and in default of the payment of such fine and costs, be sentenced to imprisonment in the county jail for not more than 30 days, provided nothing in this section shall, in the case of extreme emergency, limit the right of the police officer in charge to close an unfit or unsafe road under the conditions listed above until a determination into the safety of the roadway may be made by the Board of Supervisors.

The police officers of the Township of Amity are hereby given authority to direct traffic on the highways of the Township of Amity and at intersections thereof and to enforce the terms and provisions of this chapter.

If any sentence, clause, section or part of this chapter is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this chapter. It is hereby declared as the intent of the Board of Supervisors of Amity Township that this chapter would have been adopted had such unconstitutional, illegal or invalid sentence, clause, section or part thereof not been included herein.
