There is hereby established a Recreation Board of the Township,
which shall consist of seven members all of whom shall be appointed
by the Mayor and who shall serve without compensation.
The terms of the first members of the Board appointed shall
be as follows: two members shall be appointed for five-year terms,
two for four-year terms and one each for three, two and one-year terms.
Thereafter, all appointments shall be for a term of five years and
vacancies shall be filled for the unexpired term only. The members
shall serve until their respective successors are appointed and shall
qualify.
The Board shall elect one of its members as its President, and
Secretary. The Secretary shall keep minutes of its meetings, as well
as complete and detailed records of its activities and certified copies
of the minutes and records of its activities shall be submitted monthly
to the Township Committee for filing with that body.
The duties of the Board shall be as follows:
A. To survey and study the land areas, ordinances and existing recreational
facilities in the Township to determine the suitability thereof for
recreational purposes.
B. To recommend to the Township Committee programs, activities, functions
and improvements which will economically but effectively promote the
cause of recreation in the Township.
C. To recommend annually to the Township Committee a recreation program
reasonably designed to serve all age groups and areas of the Township.
The Board shall recommend to the Township Committee such suitable
rules, regulations and bylaws for the use of playgrounds and recreation
areas as it may deem necessary and proper.

The Recreation Board shall receive from all Township officials,
offices and departments such assistance as may be reasonably necessary
to aid the Board in the performance of its duties.

The Township Committee shall appropriate in each annual Township
budget such sum as it may determine to be necessary to accomplish
the purpose set forth herein, and to implement those recommendations
of the Recreation Board which the Township Committee, in its discretion,
deems feasible and appropriate.
