There is hereby created for the City of Concordia the office
of Water and Sewer Superintendent.

A qualified person shall be appointed Superintendent for the
Combined Water and Sewerage for the City of Concordia, Missouri, by
the Mayor, with the advice and consent of the Board of Aldermen. The
person so appointed Water and Wastewater Superintendent shall serve
for an indefinite term.

The Superintendent shall be a certified operator in the State
of Missouri, possessing a certificate at the level of or higher than
the classification of our facility and distribution system, as classified
on our operational water permit by the Missouri Department of Natural
Resources.
Likewise, the Superintendent shall be a certified operator in
the State of Missouri, possessing a certificate at the level of or
higher than the classification of our wastewater facility and collection
system, as classified on our operational permit by the Missouri Department
of Natural Resources.

A. The Water and Wastewater Superintendent shall be designated by the
City as the Chief Operator for the Water Operations and the Supervisor
of the City's sewerage system for all communications with the
Missouri Department of Natural Resources.
B. In his/her role of "Chief Operator" the Superintendent of the water
system shall have overall responsibility for the day-to-day process
control/system integrity decisions regarding supervisory and operational
activities that will directly impact the quality and quantity of drinking
water (day-to-day decisions that maintain or cause changes in chemical,
biological, physical or radiological quality of the drinking water).
C. In his/her role as "Supervisor" of the wastewater system, the superintendent
shall have overall responsibility for the day-to-day process control/system
integrity decisions regarding supervisory and operational activities
that will directly impact the quality and quantity of wastewater for
the operation of the wastewater treatment system (day-to-day decisions
that maintain or cause changes in the quality and quantity of discharged
water from the system).
D. The Water and Wastewater Superintendent shall receive the same fringe
benefits as all other City employees as established by ordinance.
The Board of Aldermen shall set the salary and benefits of the Water
and Wastewater Superintendent depending on education, experience,
and job performance and such compensation shall be payable semi-monthly.

115.085.

A. The Mayor may, with the consent of a majority of all the members
elected to the Board of Aldermen, remove from office any appointive
officer of the City at will, and any such appointive officer may be
so removed by a two-thirds (2/3) vote of all the members elected to
the Board of Aldermen, independently of the Mayor's approval
or recommendation.
B. The City shall notify the Missouri Department of Natural Resources,
in writing, within ten (10) working days after the Chief Operator
is replaced.
